Politicians are always surfing on the waves where the winds are the strongest. It is very likely that they are facing the most critique as well as praises from the public. People tend to be strict with their leaders; to an extreme, they even demand their lead to maintain the highest ethical and moral standards. Nevertheless, I have reason to doubt whether that would be necessary.

Admittedly, a high standard of ethic and moral can do much favor to politicians. On the one hand, it is one way to help them acquire and guard their power. Take Premier Zhou (the first premier of China) for example. Little wonders that Premier Zhou was a noble one; dealing with national affairs every day, he barely cared of his own life. After his death, flags in headquarter of United Nations were at half-mast. Waldheim, the Secretary-General of United Nations at that time, said to many diplomats (which I have paraphrased), " China has brilliant and gorgeous culture as well as many treasures, while Premier Zhou did not have one cent in deposit; the population of China is one billion, occupying a quarter of the total number of the world, while Premier Zhou did not leave one single child.”  Not only being an effective leader, Premier Zhou also won numerous respects from all over the world.

On the other hand, a good moral character ensures that the leader would not abuse his power. Washington, the first president of the United States can be a vivid example of this statement. Unlike many latter Presidents who spared no efforts to keep themselves staying in the position as long as possible, it was he who set the President's term of office to four years. After four years, he obeyed the law and left the position.

However, should we require every public official to keep highest moral standards as Premier Zhou or Washington? I should point out that there exist no criteria to judge one's moral character. We even could not assert that either Premier Zhou or Washington has the highest level of ethical standards. There is likelihood that some unnamed people are much more self-disciplined than them.

Even if there is certain kind of judgment criteria, I should never applaud to the requirement that leaders keep the topmost moral standards as it would be impractical. Undoubtedly some leaders are not reckoned as noble in the least, which do not prevent them from being effective leaders. For instance, Nixon who was involved in the Watergate Scandal made great contributions to the United States. It was he who stopped the Vietnam War; it was he who established the diplomatic ties between China and the United States; it was he who stemmed the unemployment rate. Let us have a glance at Bill Clinton. Despite his extramarital sexual relationships which Hillary Clinton, his wife, claimed as a sin, he ended his presidential career with 65% approval rate, the highest end-of-term approval rate of any President since Eisenhower. He also oversaw a boom of the U.S. economy. Under Clinton, the United States had a projected federal budgets surplus for the first time since 1969.

Taking into account what has been discussed above, admitting that a high moral character could serve the public official better his performance in office; it is irrational to ask each politicians to keep the topmost standard not only because there is no such criteria but also one with low moral standard could still achieve desired effect.

TOPIC: ISSUE56 - "Governments should focus more on solving the immediate problems of today rather than trying to solve the anticipated problems of the future."

Throughout history, every society is combined with various urgent problems. Although most of these social problems are never eliminated or even alleviated, the overall social development trend is vibrant and promising. What really determines the destiny of a society is how prospective problems rather than burning ones are treated.

Admittedly, there exist numerous immediate problems which seemingly threatening the maintenance of society. Many of these urgent problems take most time and sources of government departments as they are so troublesome and stubborn. Unemployment, for example, has always been difficult due to the collaboration between rapid population growth and occasional economic crisis. Although people without jobs would not be unable to survive for the moment, their support for the government has been damaged and their enthusiasm of devotion is greatly broken, and many new problems, such as violence and starvation, would emerge along with it. As a result, society would be a giant machine without fuel, heavy and powerless to carry out any policy to stimulate economy and maintain the function of society. Being out of job has caused so many anger and riot in piles of countries like Indonesia, Cuba and even the US. Any effective government should never ignore any immediate social problems.

However, to ensure a promising future, society should rely more on solving prospective problems which determines the destiny of the whole society. A delicately drew blue print usually helps the government to anticipate probable problems and prepare solutions for them. Energy problem, as one of the most vital one, has been the core work of almost every government. Many urgent problems like war, hunger and poverty are generated from lacking of energy. If this significant issue is well solved, human beings can predict a steady and harmonious society. What's more, those derived immediate problems could be easily taken care of. But if the government is bogged down in a morass of daily issues and leave along all the anticipated ones, the society would never have a breathing moment in the both endless urgent social crisis and coming problems. Finally, without doubt, such a society steps into devastation.

Anyway, the most fundamental responsibility for a government, as a matter of fact, is to ensure sustainable development of its society. Though it is of great importance to handle urgent problems appropriately that can keep the society functioning for the present minute, how to go through the next hour is much more essential. To seek development, foresight and sagacity is so crucial because blindly growth is too dangerous for the whole human race. The view is still alive in people's memory what the huge mushroom cloud caused by the first atom bomb aroused and expanded to sky straight forwardly. Such terrible force generated by incorrect scientific development has left so much pain in public and relatively less benefits. As we can see, the government can never be too careful to handle anticipated problems.

As the rising complexity and diversity of nowadays society, it would be fatal to ignore immediate social problems for they might cause irredeemable results and at the same time, more attention should be paid to anticipated ones, for proper layout and preparation would bring us a superior future.

As human beings, people never stop desiring for more and better merits, including hoping that every official leader could be upright, brilliant and even good-looking as well. Actually, although irreproachable as common public to have this wishful thinking, it is never necessary for an effective leader to fulfill the highest and moral standards.

Admittedly, it of great advantage for officials to maintain being morally and ethically outstanding. The public need a trustworthy government which to rely on, pay tax to and give authority to. In too many films, the government has played a secret villain, found companies against public freedom and rights. Such an artistic expression reveals the deep concern and disbelieve toward government and the desire for a decent one. If, to some extent, most public officials are amiable and well-known for their superior ethical and moral standards, the public would cooperate with most policy more readily, and the employers in government department would perform their jobs more efficiently, for all of them are optimistic to create a better future under the trustworthy government. Setting an excellent example, officials could achieve their tasks with much more efficiency.

However, beneficial as public officials stick to highest ethical and moral standards, it is not necessary, sometimes even detrimental to follow these fixed standards, to effectively obtain profit and solve social problems. As the complexity and diversity of nowadays society are raising rapidly, competitions are correspondingly more challenging. Every country around the world is struggling to maintain their own energy resources and at the same time glare like a tiger at others'. Government officials, more often than not, have to take some unconventional means to take some advantages of their opponents. It may sounds immoral, but all these are for their own society’s good, because there are only lasting profit rather than moral standards and friendship between countries. Also, since nobody could be perfect while mass media usually likes to spot and magnify public figures’ flaws, officials have to cover their disadvantages in order to keep their popularity and support to continually make more contribution to the society.

Actually, there are really no written standards to demand a public official. If there is any, that should be a request that officials to be effectively conductive to the society. To fulfill the need, the most valuable part is having the ability to improve the society. As long as the fundamental goal is reached, other qualities are just like more flowers on the brocade rather than fuel in snowy weather. Although people never give up in expecting a society based on morality management, human nature is far from reliable. Only just, detailed and strictly carried out law system could ensure every single part of the whole society functioning as expected. Whimsical as human beings are, we need regulations to help restrain our behaviors and keep safe as well. Thus, public should expect less on officials' moral merits but their professional quality.

Without doubt, it is perfect to have officials with both decent moral and ethical standards and excellent professional skills working for the public. But if we have to choose between the merits, the ability to ensure the profit of society is always the most important. After all, a vibrant society is what common public truly need.

你对米国总统了解可真细致啊!这一段论据写的好,还有排比,应该很受rater欢迎。
