7 The following appeared in a letter to the editor of the Clearview newspaper.
"In the next mayoral election, residents of Clearview should vote for Ann Green, who is a member of the Good Earth Coalition, rather than for Frank Braun, a member of the Clearview town council, because the current members are not protecting our environment. For example, during the past year the number of factories in Clearview has doubled, air pollution levels have increased, and the local hospital has treated 25 percent more patients with respiratory illnesses. If we elect Ann Green, the environmental problems in Clearview will certainly be solved."
Syllabus:
1.没有足够的证据说明current members are not protecting our environment.
2.呼吸问题病人增多并不能够说明其一定是由于pollution所造成的。
3.没有给出足够的理由说明Ann Green 上任后就一定能够解决环境问题。
4.mayor的当选不能仅仅看是否解决环境问题。
In this letter, the author proposes that residents of Clearview should vote the member of the Good Earth Coalition, Ann Green, as the new mayor instead of Frank Braun who is a member of the Clearview town council. To support this view, the author points out that the current Clearview town council members are not protecting the environment because the number of factories and air pollution levels have increased, and there are more patients with respiratory illnesses in the local hospital. However, I find the author's proposal is unconvincing, as discussed below.
To begin with, it is presumptuous to claim that the current members are not protecting the environment merely according to the increasing number of factories and the degree of air pollution. Admittedly, the government should be responsible for the problems, yet the author fails to provide sufficient evidence to prove that members of the Clearview town council have done nothing beneficial to the environment. Perhaps they have made much progress to solve this problem otherwise the condition would be even worse. In addition, besides the government, individuals should also act to protect their own habitats; if they are crazy of pursuing interests of their own regardless of the environment, how can a government protect it well?
And also, I doubt that the fact that patients with respiratory illnesses have increased in local people is resulting from air pollution. As is known to all, respiratory illnesses are always contagious, and it is possible that one person catches such a disease then others being infected, without any relationship with pollution. If it is this case, the author can not attribute the increase number of patients with respiratory illnesses to air pollution.
Moreover, the author fails to provide enough evidence make sure Ann Green will solve the environmental problem rather than Frank Brawn.
Though Ann Green is a member of the Good Earth Coalition, his view might change after he gets a different position as a mayor. A mayor must take environmental and economic development into consideration, if Ann Green concerns more about economy than the environment, the existing environmental problem can not be completely solved at all. Hence it is hard to persuade resident to believe that Ann Green can recover the environment at all.
Last but not least, in this letter the author closely links the ability of solving environmental problems, as if mere this ability is required to be a mayor. A mayor is one whose duty is regulating and striking a balance between economic development and the environment, one who is supposed to maintain and expand the worth of the city, to guarantee the security and stability of the society. Obviously, the author unnecessarily narrows his definition of mayor's duty, therefore the residents need to think twice before making their choice even if Ann Green excels in handling environmental issues.
In all, the author's proposal is weak and to bolster the idea, he must make sure how much the existing government has done to improve the government. In addition, he should find out whether the air pollution results in the increasing number of patients with respiratory illnesses. The author should also ensure that Ann Green will solve the problems as a mayor; and he must take some other aspects into consideration, such as regulating abilities, flexibilities, etc. |
