    The speaker asserts that it is every nation’s responsibility to support the development of a global university which is created to students to study the process of solving the most solid social problems of the world. While I agree the global university, owning great influence around the world, should be supported by the local government, in my opinion, it should be unreal and unnecessary to demand all countries shoulder this heavy burden. In my observation, global universities should be supported by the relatively developed nations to help the nations which are not strong and trapped into some persistent social problems.
    A university is an institution of higher education and of research, which grants academic degrees. Once a university was required to be global, it should concentrate intelligent professors and students around the world, which means it should be open enough to allure elite from many countries. Therefore, a global university can contribute to solve the world's most persistent social problems by the force of world-class intelligence. Harvard University, a world-famous university located in the U.K, attracts thousands of best students every year. Moreover, since 1974, nineteen Nobel Prize winners and fifteen Pulitzer Prize winners have served on the Harvard faculty. Harvard accords to the standard of global university for its incomparable influence on engineering, law, business and so on. In brief, a global university should have enough people with ability to stay on the top of the list of disciplines.
    Accordingly, it cost a lot for a nation to support such universities for constructing a good environment for academic atmosphere. However, not every country have this ability because the circumstance includes the hardware and software of the colleges, the conditions of the city where a university locates, even the political and economic force of a country, which lead to it is merely possible for relative developed countries to help support the global universities. In addition, as a matter of fact, most of global universities, including Harvard, Cambridge, Yale, and MIT and so on, locate in the most developed countries around the world such as the U.S and the U.K. The government of such developed countries is also favorable to help support their own global universities, not just because they can afford the consumption of building a world-class university, the most likely cause of which is that a global university could absorb elite from other countries and raise the influence of a nation.
    Admittedly, if a developing country has its own global university, its development will be accelerated by the force of the concentration of intelligence. However, it is a pity that they lack of the basic power to afford it for the cost of building an outstanding campus and improving the circumstance where the university stands in is amazing. It is more vital for such countries to focus on the development of industry and increase of GDP than a global university. Education, including higher education, is indispensable in the process of growing up though; the goal of a global university exceeds the ability of a developing country. In fact, many worlds’ persistent problems are of these countries whose dilemma is aimed by many global universities located in developed countries. It is also the responsibility of global universities, as well as developed countries, to help these countries to get out of poverty and to strive for prosperity.
    As I stated, the development of a global university is surly a costly but greatly returned project. Therefore, it should be merely shouldered by developed nations who have strong force in politics and economy. Meanwhile, for most of developing nations, they should concentrate on the increase of economy first. Additionally, the burden of support these relatively poor countries should be on the shoulders of global universities.
