题目:ARGUMENT29 - When Ida McAllister ran for mayor of Lake City four years ago, she failed to win even 30 percent of the vote. But since then, McAllister has made public her commitment to environmental causes. She would be wise, therefore, to announce her intention to close all Lake City parks to automobile traffic, thus following the example of the former mayor of Plainsville, Alecia Yu . On the recommendation of a small group of concerned citizens, Mayor Yu prohibited automobile traffic in all Plainsville parks, and therefore was credited with solving the pollution problem and improving the quality of life in Plainsville. This action would have great appeal to the citizens of Lake City, most of whom participate in the community's recycling program, and would guarantee McAllister's success in her current quest to be Lake City's new mayor.

Mc Alliser will fail to win the mayor of Lake City again if she only follows the advice of this argument. The following analysis will make Alliser to know why she will be defeated one more time unless takes other action.

Firstly, the reason of her failing to win even 30 percent of the vote might not only the missing concern of environmental causes, but also other aspects as the city unemployment, working conditions, and social insurance alike. It is not sufficient to attain success in the upcoming campaign for only fixing on environmental problems. First of all, she should recognize the significant problem about which the most citizens are concerned, and the problems which are not properly treated thus need a satisfied solution from future government. Perhaps Lake City residents are more care of the descending trend of local economy because there is a high unemployment rate during the course of last four years. One must be indifferent with environmental problem when one is afraid of losing jobs.   

Secondly, even if environmental cases played a pivotal role in the campaign, the success of Alecia Yu in Plainsville is not sufficient to show that she will also take the advantage of prohibiting automobile traffic in all parks. Experience tells us that the same activity is not necessary to bring similar outcomes. Perhaps there is only a small park in Lake City and can be rarely patronized, for that matter its pollution problem is not so obvious that few citizens are conscious of the emission from automobile in the park. Also perhaps the internal path is too narrow for car to traverse; therefore there is not the same problem in Lake City as well as in Plainsville. It might be excrescent to advise government to prohibit automobile traffic in the park.  

Finally, Lake City residents might be more enthusiastic about resource recycling than pollution circumscribing, as the argument says: most citizens participate in the community’s recycling program. The better way for her might be to have more attention on recycling program instead of automobile prohibiting in the park.

In conclusion, McAllister should examine the effect of automobile prohibiting and do solve other aspects which failed to persuade citizens to elect her.
