043  “To be an effective leader, a public official must maintain the highest ethical and moral standards”

How should we evaluate a leader?  The author asserts that an effective leader must maintain the highest ethical and moral standards.  As far as I am concerned, a charisma leader should maintain decent ethical and moral standards, moreover, to assess a leader not only judge by his moral aspects but more important by his talent and capacity.

In the first place, highest ethical and moral standards are the perfect virtue of our society.  A fair-minded public official would gain enthusiastic support from the public and then he would lead effectively.  Suppose a leader in the decision of a law suit, he must behave honesty and fairness then made the proper judgment with highest ethical and moral standards to justify his leading effectiveness.  Only do like that the public could believe in and advocate their leader thus the official could lead effectively to foster a stable and peaceful society.  By contrary, if a leader could not behave ethically and morally properly, the public would hardly convince that they are in a favorable community and would not support their leader then the leading be impossible effective.  

In the second place, talent and capacity are the essential parts for everyone to make progress and for a public official to lead effectively.  An effective leader could deal with problem wisdom.  For example, the country come across a serious economic depression, the leader should deicide how to use the policy tools or the finance lever, besides he would consider the consequence of the treatment or the reflection to national economy and to the public.  All the judgment need the official’s talent and capacity.  Thus, besides ethical and moral standards, talent and capacity are more important in evaluate the effectiveness of an official.

Admittedly, public official with highest ethical and moral standards would make decisions conforming to the interest of the society, aware their deficient and work hard.  However, the more meaningful measurements to evaluate an effective leader are the contribution he made to the public.  An effective leader should maintain decent but not necessary highest ethical and moral standards. For example, Bill Clinton is the former American president, although has some scandals in his private life, he is regarded as an excellent leader by Americans.  He won his honor through his effort in economy thus achieve improvement.  So, to be an effective leader should behave decent ethical and moral standards and have the ability to benefit society rather than the highest ethical and moral standards.

In conclusion, ethical and moral standards are the virtue of society, leaders with decent ethical and moral standards would be respect by public and be useful to leading effectiveness. However, the benefit to society is more important a measurement to assess a charisma leader.

(我在想,题目给出最高级是不是有其他含义呢?我们讨论的对象是:official应该有高道德水平or 他的道德水平应该是最高的) A fair-minded public official would gain enthusiastic support from the public and then he would lead effectively.  Suppose(Supposing) a leader in the decision of(making a decision of ) a law suit, he must behave honesty (honestly)and fairness(fairly) then made the proper judgment with highest ethical and moral standards to justify his leading effectiveness.  Only do like that the public could believe in and advocate their leader, thus the official could lead effectively to foster a stable and peaceful society.  By contrary, if a leader could not behave ethically and morally properly, the public would hardly convince that they are in a favorable community and would not support their leader then the leading be impossible effective.(then his later leading will be less effective. )

逻辑简洁清晰.有些句子好像不通.加油哦!^_^

在说点我对这个题目的理解:从三方面入手:1.目的effective, 2.对象public ;3.手段highest standard.即:对于该对象用此手段是否能达到目的.因为对象是群众,我觉得讨论官员道德水平对群众影响(而不是经济之类)与领导是否有效的关系可能比较好.

还有一种理解是:官员的作用分为很多方面,经济调整,政治决策,社会效应(eg,外长)等,当官员的职能不同时,对其道德水平要求也不同。比如说,邱吉尔就不怎样,但是他人民还是很崇拜他
不知道大家意见如何阿?

观点三不错 应该多展开写 有的地方语法不太对 比如第四段第二行 个人感觉用awaring of好些
