10 "Governments must ensure that their major cities receive the financial support they need in order to thrive, because it is primarily in cities that a nation's cultural traditions are preserved and generated."
提纲:部分同意
1.政府确实应该资助主要城市保护culture traditions,但是还是要发展经济才能thrive
2.Moreover, major cities一般都有多种culture traditions,可以代表a nation’s cultural traditions
3.但是,小城市,农村也都有各自的culture traditions,也要得到保护

The major cities usually serve as the center of a nation’s cultural traditions and therefore they deserve to gain the financial support from their governments. I totally agree with the statement in this aspect. Nonetheless I disagree with it when it comes to that a nation’s cultural traditions are mainly preserved and generated in cities.

To begin with, the government does have to subsidize its major cities what they need to develop. On most occasions fund is the critical factor in various projects that determines whether they success or not. Therefore, in order to prosper its major cities, the government needs to provide the financial support which the major cities are short of. But in my point of view, it is not for the reason that a nation's cultural traditions are primarily preserved and generated in cities. In China, lots of major cities were developed from a newly exploited area thanks to the fast developing economy and the need for land. In these brand new but advanced cities exits little cultural traditions of their own. Although these cities are lack of their own traditions, the government still should provide the financial support to them for the economic development.

Undoubtedly there are many major cities which have a relatively long cultural tradition and these cities really need the financial support to preserve the marvelous history deposits. In addition quiet a few kinds of cultural traditions might exit in the same time in most major cities due to the immigrants from other areas. So to preserve these cities’ culture traditions is almost the same as to protect a nation’s culture traditions. Like Beijing, the capital of China, it is where our nation’s cultural traditions are well preserved and generated. The wonderful preservation, which makes Beijing a representative city of China, owes lots to the government’s great contribution and emphasis on it. In short, the major cities deserve the government’s grants because they may have rather long cultural traditions or may have a lot of concurrent traditions.

Finally, either small cities or villages and rural areas except the major cities are also the places where culture traditions generated and handed down by generations. Compared with the major cities, these places might be more self-supported to some degree and own a quite unique and well conserved cultural tradition, which certainly needs to be subsidized to be preserved. Unfortunately, a number of cultural traditions are extinct in some remote areas because of lacking financial support of the governments. Thus, it is high time for the governments put much emphasis on the small cities or rural areas in order to contribute to their flourish.

In conclusion, the government must subsidize its major cities to ensure their prospering for these cities have either a long cultural tradition or lots of different cultural traditions. Besides, small cities and villages, where most cultural traditions generated, also need the government’s financial support to thrive.
