题目:ARGUMENT 25 - The following appeared in a memo from the mayor of the town of Hopewell.

"Two years ago, the town of Ocean View built a new municipal golf course and resort hotel. During the past two years, tourism in Ocean View has increased, new businesses have opened there, and Ocean View's tax revenues have risen by 30 percent. The best way to improve Hopewell's economy, and generate additional tax revenues, is to build a golf course and resort hotel similar to those in Ocean View."

In the memo of the town Hopewell, the mayor recommends that to improve Hopewell's economy and gain additional tax revenues, it is wise to build a golf course and resort hotel as Ocean View. To substantiate his recommendation, the mayor provides the example of Ocean View, mentioning that after the same policy executed there, significant improvement has happened. It seems reasonable at first glance, but deep scrutiny reveals several flaw makes it inconvincible.

In the first place, the mayor unfairly assumes that serial improvements after the policy of building new municipal golf course and resort hotel means the formal is caused by the latter. It is quite possible that tourism increasing is the result of the whole economy boom. People have more free money to entertain themselves and visit other places, which has little connection with the policy conducted in the town of Ocean View. Similarly, new businesses opened may due to the suitable environment for investing or large poor of labor there. And tax revenues rises by 30 percent is result from the increase of the tax rate rather than the development of the local economy. Without considering such possibilities, simply drawing conclusion that it is the policy of building golf course and resort hotel that contribute to the serial improvements may be misleading.

In the second place, even granted that the policy makes Ocean View flourish, the mayor cannot guarantee that by taking the same action, the town of Hopewell will achieve the same goal.  So many geography or construction differences make the same policy useless to the Hopewell. Probably Hopewell is an inland town where no visiting resources can be found. The natural limitation makes it impossible to be a tourism place. Or it is likely that Hopewell has already had amounts of golf courses and resort hotel, which can well satisfy tourist's need. If it is the case, the policy which may be benefit to Ocean View would have no function to the Hopewell.

Finally, the mayor ignores other factors that may stimulate Hopewell's economy. The governors of the town can cut down the tax rate in order to attract new businesses, which will benefit the Hopewell's economy. In the meanwhile, they can invest in some profitable project by themselves to boost the economy. Without comparing those methods, simply claiming that the best way to improve Hopewell's economy is to build a golf course can resort hotel is totally ungrounded.

In sum, the suggestion in the memo is unpersuasive as it stands. To strengthen it, the mayor offer additional information to convince us it is the building policy rather than other factors that leads to the develop of Ocean View's economy and the same policy is useful to Hopewell. To better assess the memo, we should know the effect of all other method so that we can make a full comparison of them.
