    This letter concludes that in order to raise property values in Deerhaven Acres, the homeowners in Deerhaven Acres should adopt their own set of restrictions on landscaping and housepainting. To justify this conclusion the letter’s author, committee of homeowners from the Deerhaven Acres notes that average property values have tripled in Brookville since homeowners in nearby Brookville community adopted a set of restrictions on how the community's yards should be landscaped and what colors the exteriors of homes should be painted seven years ago. Careful examination of this supporting evidence, however, reveals that it lends little credible support to the committee’s claim.

    First of all, the letter mentions that since Brookville community adopted a set of restrictions on landscaping and housepainting, average property values have tripled in Brookville. Yet, it enumerates no evidence that the increase of property were attributable to implementing of the restriction. As a matter of fact, there is a good chance that one or more other factors would contribute to such a consequence, for instance, perhaps during the period the population in Brookville has increased sharply, thus, the demand for land also increased correspondingly. Or perhaps the commerce in the area has developed, the investment circumstance has improved, thus more and more enterprises are inclined to be established there. Given the profits the more property would bring out, the average values rise.

    Moreover, even though rising of average property values in Brookville are attributable to implementing of the restriction, we do not know whether it will be effective to increase the property values in Deerhaven Acres if the homeowners adopt their own set of restrictions on landscaping and housepainting. It is more likely that the background and circumstance of Brookville are entirely different from that of Deerhaven Acres. Perhaps house purchasers in Brookville appreciate the orderly style of landscaping and housepainting, whereas potential housebuyers in Deerhaven Acres are just fascinated by its own style of changing and diversification. In this way, Deerhaven Acres community would lose its own characteristic so as to decrease the property values. Equal measure would lead to completely different consequences due to dissimilar conditions.

    As a matter of fact, there are a great amount of measures that could be taken to increase the property values in an area, such as developing the condition of transportation, improving the environments of the area, or providing adequate facilities to the residents and so forth. What should be improved in Deerhaven Acres may lie in these aspects, rather than only unify the style of landscaping and housepainting.

    In sum, the conclusion reached in the letter lacks credibility since the evidence cited in the analysis does not lend strong support to what the committee claims. To persuade us that the homeowners in Deerhaven Acres should adopt their own set of restrictions on landscaping and housepainting, the committee should give us emperical warrant that the restrictions on landscaping and housepainting in Brookville result in the increase of property values, in addition, the committee should substantiate that determinants of property values in Deerhaven and in Brookville are similar.
