TOPIC: ISSUE13 - "Many of the world's lesser-known languages are being lost as fewer and fewer people speak them. The governments of countries in which these languages are spoken should act to prevent such languages from becoming extinct."
WORDS: 525 TIME: 上午 12:45:00 DATE: 2006-6-30
Is it necessary for the government of countries where have world’s lesser-known language which are spoken by fewer and fewer people should act to prevent such languages from becoming extinct since many of them are being lost? Here, the speaker suggest that it is the government’s duty in its efforts to protect those lesser-known languages, nevertheless, from the a practical point of view, considering the trends of the globalization and internationalization of the world, any government should devote its finite resources and time elsewhere, and leave it to let the people themselves to take whatever steps to preserve their own languages, languages which concern the existence of their culture.
First of all, any government makes their efforts to protect a language from extinction at the expenses of large amounts of resources and time. Drawing the public’s attention to these languages, the government should propaganda the importance of each language regardless the number of people who use it and its practical values, language should be regarded as an indispensable part of culture to be preserved. In addition, to establish a major contributing primarily to research a certain language seems to be an effective measure to preserve money. According to the study by language experts, unless there are more than 100,000 people who speak a language, it is hard to preserve naturally. If so, the most natural and effective to preserve a language appears to thrive those groups speaking certain language. Generally, those groups are less-developed, living a lower standard of life than the average people. In their community, several more pressing social problems, such as hunger, homelessness, disease and so much, more need public attentions and then are solved. No one would think seriously whether or not government should solve these problems first, if the existence of a group is at stake, how could they think about preserving their language?
In the second place, considering the rapid development of globalization and internationalization all of the world, people have become more awareness that cross-cultural communication is of increasing importance. Language barriers may set obstacles cross-cultural communication, which in turn impede the international commerce and trade. Especially considering that the development of information technology, which make possible the universal accessible to information, and that English is generally accepted as official language in the internet, if you do not understand English, how can you use these information to keep pace with information era? English has become current most popular courses in some private education institutions, indicating that speaking fluent English is already becoming an inevitable ability for a person to find a better job. Take it to an easy example, the case of an American Indian who can say, except his native language, no any other language, there is no denying the fact that it is hard for him to survive in the modern society. How does he communicate with others? How about using body language? In fact, nowadays, many American Indians can speak fluent English, which help them live harmony with other people from different places who also speak English in America.
It is an appeal to emotion than logic to view that government should contribute to preserve the language spoken by less people. The extinction of language happen time and again in the course of the history of man. Admittedly, the disappearance of a language means that the extinction of culture which rely on the word of mouth to pass along from one generation to the next. Ideally, in a democratic country, everyone has right to say his or her own language. Each language is an indispensable part of culture. Nevertheless, the realistic situation is that cultural identity yields to the more practical consideration of day-to-day life in a global society. Addition, as the communication among different culture, the cultural interaction has become more frequent, mixing together, even create new, more affluent one. Apparently, this kind of language seems to extinct, in fact, embodying into other culture. Only the bonds of culture are vague than before. English, for example, has many loanwords from other language, such as French, Spanish and so forth.
In the final analysis, from the reason I discussed above, although we do not want a language to disappear in the course of history of human existence, the government should leave this problem to the people themselves to decide whether they should make efforts to preserve their own language, the government should use its resources to more pressing social problems. |
