A leader, who possesses huge power given by people, has the responsibility to bring people merits and take a good model for their people regardless of in political, business or other areas. I agree with the statement that to be an effective leader, a public official must maintain the high ethical and moral standards because he or she needs such standards ensuring the intention of the group right and justice. However, the leaders, though are priority to the common people in intelligence, encourage and ability of leading, own common person's flaws as well.

Admittedly, since leaders are created primarily by the demands that are placed upon them, they should be priority to the common people in ethical and moral standards ensuring the intention and enterprise are right and reasonable. Roosevelt, for example, a celebrated president in the history of America, was advocated by their citizens due to his high ethical and moral standards. He leaded their people getting rid of the danger of the Passion with his intellegence and passion of loving country which represented his high ethic and gave him the motivation to settle the big problems. In other sense, just the passion of loving their people becomes the factor which people advocated him for nearly 13 years.

However, although leaders maintain the high ethical and moral standards, the statement unduly broaden the scope of ethical and moral standards of the leaders possessing. A leader, a human being, not a saint, inevitably have common flaws such as envy and pursuing profits. For example, Clinton, a former president of the United State, has made some accomplishments at his reign, though he was condemned by his people for the scandal referring the moral standards with Lewinsky. Admittedly, in Clinton’s era, the economic conditions gradually improved and the foreign relations are satisfied. Without the sex scandal, Clinton was a good political leader who made a lot of contribution to his people and country with his intelligence and encourage.

Furthermore, to be an effective leader, it dose not allow the high ethical and moral standards, but also allow the abilities priority to the common people in intellegence, encourage and leading, even more important under some circumstance. If the leaders are only honest, kind-hearted and goodness, they are short views in markets, dithery in decision and have no cohesion in the group, which are not effective leaders. For example, Zhang Ruimin, the CEO of the Haier, which has been in 1999, Zhang Ruimin was ranked 26th among the 30 World Most Respected Business Leaders by the Financial Times. He is not only kind to his employees but also insists with his own principles with his insight and encourage. Haier, now, has become a international corporation with 50,000 employees and has chain company in everywhere throughout of the world. In 2005, Haier was ranked 1st of China’s Top 10 Global Brands by the Financial Times. The success largely depends on the president, Zhang Ruimin's high ethical and moral standards and his insight and encourage.

In sum, leaders indeed should maintain the high ethical and moral standards not only because ensuring the intention and enterprise are right and reasonable, but also in order to people can believe them. However, a leader, a human being, inevitable has common flaws such as envy and pursuing profits. And moreover,  it is necessary to have intellegence, encourage and ability of leading for an effective leader beside the high ethical and moral standards.
