chairperson of Federal reserve: Green Span
2 当然,高道德标准也很重要,但是 很多时候为了责任,个人道德得让步于集体利益.
比如关掉污染企业会造成税收降低, 企业高效会需要裁员 等等
Issue43 "To be an effective leader, a public official must maintain the highest ethical and moral standards."
Judging a leader, in my view, should centers on the leadership such as insights and wisdom, instead of excessive attention to the moral or ethic standard. The speaker overexaggerates the moral factors; in fact, the core responsibility of leader requires oftentimes subordination to some moral codes. However, a higher pursuit of moral and ethic standards will undoubtedly add charm to the leaders.
It is well known that the highest goal of an effective leader is to gain the overall success of an organization, small or big, an enterprises or a country. To be more specific, during the tenure, the political leader should make great effort to ensure the well-being of his or her fellow citizens and the prosperity of the region being led. While the businesses leader, say, chief executive official, should take account of the profit of the company. It is by no means an easy task to achieve the goal after balancing different interests and conquering tremendous difficulties.
On the one hand, the leadership consisting of insights, wisdom, effective communication thus, should be greatly underscored. Consider, for example, it is the very vision and wisdom of Alan Greenspan, the most effective chairman of federal reserve in American history, that contribute to the legend of economy in the United States-- a long-term high pace of economic development vis-à-vis low rate of unemployment. The same is true with Jack Welch, who led the General Electric from a once bloated company to a dynamic modern one with high efficiency. He, through his wisdom, rather than simply adhering to moral codes, created the Six Sigma, which intends to greatly increase the overall efficiency of the corporate. No one would deny their outstanding leadership by whether or not they personally donated to charities. Thus, the abilities involved in the tenure counts most, among all other factors, to judge an effective leader.
On the other, we should concede that the high moral standards also contribute to the effective leaders. In fact, a leader, especially those with high exposure, if possessing great personalities and social responsibities, then would gains charms both from its subordinated and the public. The loyalty of the subordinate, together with the respect of the public to him lays, oftentimes the solid foundation for his effective leadership. However, the personal moral and ethic codes do not always parallel, even clash with their core responsibility. The truth is, a real effective leader will, in many cases subordinate personal morality to the overall objective. Consider, for example, a great state governor, after weighing all the factors, decide to close some profitable yet highly polluted company. It is quite possible that they will be taken to task in that the action causes a decline in both the tax revenue and pace of economic development. Another case comes from Jack Welch. He decide to lay off a great number of employees when GE suffer the downturn, in order to keep the high efficiency, yet he is by means a not effective leader in this regard. Moreover, a effective leader, more often than not, sacrifice the leisure time with their family to contribute to the well-being of the company, which seemingly contradicted the highest moral standards yet never undermine their image as a leader.
To sum up, despite the importance of rigorous moral and ethic codes, the effective leader instead should pay more attention to their leadership, which contributes most to the core responsibility.
