    Does an effective political leader have to tell the truth all the time? My answer is no, and complete honesty is not a useful virtue for a politician. Concentrated by a lot of people, the political leader is usually very careful about what he says in order to avoid trouble.
    As the leader of the government, a politician is firstly not allowed to tell the significant secret information out. This kind of information, such as ones about the military, high technology products and so on, need to be kept secret, for they are tightly related to the safe of the nation. When the enemies know this critical information, unknown terrible results may be seen. Terrorists may use this information to attack on the citizens, and the country would be threatened. Considering the consequence caused by the leakiness of these information that should be secret, the political leader 's purpose is not to cheat the citizen, but to protect the country safe.
    It is the public that may be too sensitive to some news that is likely to effect their lives, such as epidemics, terrorism, and so on, which cannot be totally avoided in the society. But not are all these cases so dangerous as people usually think, and government can deal with most of them. If government tells all these kind of bad news to public, afraid will spread in the country. This kind of emotion sometimes is more harmful, as some people are so afraid that they can do anything without considering other people. For instance, in 1990s, when the public are told that the tail of Halley comet will sweep over the earth, some crazy people, who believed that the end of the world would come, burned their house, and some even committed a suicide. Actually, the earth keeps running as usual, and nothing terrible happened. Though scientists have predicted this result, still some people insisted their wrong believes and had that crazy action. So political leader needs to carefully decide whether to tell these information to the public.     
    The efficient of the government also lead the politician not to tell the truth. Relatively, people are less informed , considered as the government, and sometimes only concentrate their own benefits. However, government needs to consider for all the people ,and even the long term benefits, so bifurcation occurs. When all the truth is told to the people, some official actions may be disturbed by those citizens whose benefits loss.
    As a sum, to be honest surely calls to be appreciated and encouraged, no matter for the citizen or the politician. However, as the reason mentioned above, political leader plays the particular role in the society, which determined that for him, complete honesty is not the most useful virtue.

This kind of information, such as ones about the military, high technology products and so on, need to be kept secret, for they are tightly related to the safe（safty） of the nation. When all the truth is told to the people, some official actions may be disturbed by those citizens whose benefits loss（怎么没动词？）.

    As a sum, to be honest surely calls to be（这个表达有点中式了） appreciated and encouraged, no matter for the citizen or the politician. However, as the reason mentioned above, political leader plays the particular role in the society, which determined that for him, complete honesty is not the most useful virtue.
