31"Money spent on research is almost always a good investment, even when the results of that research are controversial."

I concede that it is always a good investment to spend money on research, for the reason that scientific research usually aims to boot the development of the society. But not all the research deserve a good investment, especially the results of that research are posing harm influence on the society.

With the rapid development of the society, scientific research seems to play an significant role in enhancing the quality of quotidian lives and be an primary imputes of the advancement of human race. But many researches always need substantial funds, without a good investment any individual or single institution cannot accomplish it. So people must make every effort to funds the scientific researches. It is most likely that the money would be all well spent, because the results of those researches would in turn to benefits the human beings and even bring the economy growth. For example, the semiconducter research, which always need a large amount of money, can greatly change people's lives, with the development of electronic technology the ways people associate with each other become very convenient and our computer tend to become lighter and more effective.

Moreover, some scientific researches usually go beyond people's understanding, and some of them cannot be accepted by contemporary and even the researchers' peers. But if the research aims to enhance the improvement of human beings, people should consider to fund it. To find examples one need look no further than the Einstein's relativity theories, which provoked the prevailing controversies when Einstein get his famous theory published, are now confirmed as one of the most important discoveries in the twentieth century.

However, if the scientific research inflicts harm influence on the society for some scientists' self-interests and even the result of the research would cause disorder, people should stop helping it and try to ban it at once. The human cloning, for instance, which seems to be the most astonishing and challenging biomedical technology, was promising in gene saving. But the human cloning is not only dangerous technically but also in defiance of social moral and ethnics. It was opposed by many politicians, scientists, moralists and so forth, even some governments have already ban it.

In sum, whether money spent on research is a good investment depends on whether doing so benefits the human beings. If the research tends to impede the advancement of society or impose negative effects on the society, we surely would stop funding it and inhibit it immediately.

前两点挺好,第三点我个人认为扣题不紧,可以讨论一下有争议时不投资的情况。以上都是个人观点,仅供参考。
