Position: disagree. Governments’ expenditure on solving the immediate problems today and trying to solve the anticipated problems of the future should strike the proper balance.
On the one hand, 我们面临着许多社会,自然问题,例如:人口问题,气候问题,能源危机,污染问题等等。要解决这些问题,需要我们给出足够的财政支出。解决这些问题,同时也为后代的发展打下了良好的基础。举例说明,我们的祖先对环境问题没有解决好,给我们带来了深刻的危害,花费我们更多的金钱,精力去解决前人留下来的问题,我们解决了现在的问题,实际上降低了以后发生问题的可能性意味着pave the way for future blueprint.
On the other hand, 我们也要有所储备来解决未来可能发生的问题。首先,由于我们的shortsighted view,一些潜在的问题我们可能意识不到,就像我们的前人没有意识到人与自然的关系;其次,一些emergencies ask for attention and immediate activity of government. 比如,亚洲金融危机,以及一些自然灾害,地震,海啸等等。
Summary. Both o the action are important, it’s impetuous to conclude one should do this and should not do that.

Different people hold different opinions on how to distribute governments’ expenditure. Some people assert that we should focus more on the immediate problems, while others debate that we should pay more attention on trying to solve the anticipated problems of the future. Both of the assertions sound reasonable, but I tend to say that we should strike the balance on the distribution of the governments’ expenditure to the immediate problems and the anticipated problems.
On the one hand, solving current thorny problems we face today such as population problem, environment pollution, and energy crisis needs the governments’ sufficient support. Generally, these immediate problems are urgent and sometimes will cause unpredictable consequence, even disasters, without appropriate handling. Taking the population problem as an example, if we don’t take some tactics timely to control the population, our planet is unable to hold so many people. Furthermore population problem will cause other troubles such as environment pollution, and energy crisis. Meantime, handling these immediate problems will certainly reduce the possibility of the anticipated problem of the future. If we can control the pollution today, our sons don’t have to pay too much money and energy to solve the problem as we do to shoulder the aftermath of our forefathers’ neglect of the importance of the environment. So we should try our best to solve the immediate problems in our generation to avoid the unpredictable consequence.
On the other hand, though most of us think that people will solve problems happens in their times, we still have to keep a proper reserve for the anticipated problems due to our shortsighted views or the emergencies. Firstly, what we do today may cause big damage tomorrow. Our predecessors recklessly robbed and damage the nature just for the short benefits without considering the reaction of nature to human, which affects us a lot and needs our compensation for what they did. So we should pay attentions on the anticipated problems due to our mistakes. Secondly, if we prepare nothing for the anticipated problems, we will be at a loss what to do when some emergencies which we cannot forecast happen. Asian financial crisis is a striking example. Some of the Asian countries which didn’t have enough preparation to fend off emergencies, lost disastrously. Also some nature disasters such as earthquake, flood, and hurricane that we can hardly forecast need the governments’ payment for their serious damage. It is nearly impossible for us to conquer the catastrophe just by what we have today without any hoard.
In sum, we should solve the current problems not only for people today but also cleaning up the lurking problems of the future. Also we need cast our nets forward. One without far-reaching vision could hardly succeed and solving anticipated problems may do a lot contribution for avoiding troubles happened in the future. Based on the above analysis, we should strike the proper balance to distribute our energy and money on solving the problems we face now and the lurking problems we will face. |
