TOPIC: ISSUE69 - "Government should place few, if any, restrictions on scientific research and development"
WORDS: 601         TIME: 01:00:00 +         DATE: 2007-6-4 下午 05:10:54

Should Government place few, if any, restrictions on scientific research and development just as the speaker claims? I tend to disagree with that, because the function of government as well as the nature of science calls for government's restrictions.

First of all, our government functions as a server. The major responsibility of government is to serve our people. Placing restrictions on scientific research and development manifest this function on both domestic and international level.

Domestically, science really plays an important role in people's lives, however, it is not all. There are some other equal significant factors that influence people's lives, such as education, economics, politics and so forth. Although some scientific research can be done by some enterprises with the purpose of making profits, the advance of intelligence technology for example, most scientific research and development require supports from the government. If government places few restrictions on them, the balance among those aspects can not be guaranteed. For example, if a country is very underdeveloped and it should focus more on economic development in some ways like making full use of its natural resources, increasing its exports, developing its tourist industry instead of cost too much on some money-consuming projects such as astronomy. And if the government places some restrictions on science, it can control or restrict the size in those money-consuming areas and encourage scientist to pay more attention in some relevant areas which can yield more direct economic returns. In addition, government's role in this regard can also further the development of scientific research. For certain areas can concentrate more national resources and specialist' expertise which maximize the efforts of scientists.

Internationally, for the sake of peace and stability of the world, government should place some restrictions on scientific research and development in some particular fields, such as nuclear weapon, chemical plant and so forth. Government also has some international responsibility and obligation to ensure the world peace and stability besides its own home safety. For example, the mass destruction will be an potential threat to people. No matter what it is used for, weather it is a defense work to prevent other country's attack or it is an weapon the country prepare to use when necessary, such scientific research and development as mass destruction should be restricted or even banned. For that it is an unstable factor among countries and is not helpful to facilitate peaceful development. Some international instrument signed by countries is for the purpose of building a peaceful international environment. That is the mutual interest of all human beings.

Another point involves science itself. It can be a blessing and a curse at the same time, the effect of science is up to the person who makes use of it. If a devil person takes advantage of scientific research and development, it might be harmful to people while people who with kind heart purpose utilize it, it will contribute to our human beings. For example, bomb invented by Nobel, people can use it to bomb old buildings so as to build new ones, people can also use it as a weapon to kill others in a war. If government does not pay any restrictions on scientific research and development about when and how they should be took advantage of, they can be direct threat to people’s lives.

In sum, if the government does not place any restrictions on scientific research and development, the science research will develop in an undirected way which will waste a lot of resources and efforts, meanwhile, it can not of any help to our people as it meant to be.

If a devil person takes advantage of scientific research and development, it might be harmful to people while people who with kind heart purpose utilize it, it will contribute to our human beings. 看你写的以前的文章也是这种要么全赞成,要么全反对的观点,我个人是非常喜欢的,但是偶老写着写着就感觉写不下去了,以后试着写写。文章的思路很好,国内,国际,科学本身。

Domestically, science really really 可以不要的吧 plays an important role in people's lives people's life or people's lives不记得了~~~, however, it is not all. There are some other equal significant factors that influence people's lives, such as education, economics, politics and so forth. Although some scientific research can be done by some enterprises with the purpose of making profits, the advance of intelligence technology for example, 这个插入语,不知道怎么评论,去掉for example? most scientific research and development require supports from the government. If government places few restrictions on them, the balance balance是不是两头~~~为啥among 不是between? among those aspects can not be guaranteed. For example, if a country is very underdeveloped 可不可以换个词~~~and it should focus more on economic development in some ways like making full use of its natural resources, increasing its exports, developing its tourist industry instead of cost sending too much on some money-consuming projects such as astronomy. And if the government places some restrictions on science, it can control or restrict the size in those money-consuming areas and encourage scientist to pay more attention in some relevant areas which can yield more direct economic returns. In addition, government's role in this regard why not using the role of government? can also further the development of scientific research. For certain areas can concentrate more national resources and specialist' expertise which maximize the efforts of scientists.for? do you mean because here or what? 没读懂

Internationally, for the sake of peace and stability of the world, government should place some restrictions on scientific research and development in some particular fields, such as nuclear weapon, chemical plant and so forth. 不知道ts举例好不好Government also has some international responsibility and obligation to ensure the world peace and stability besides 又见besides its own home safety. For example, the mass destruction will be an potential threat to people to the world会不会好点?. No matter what it is used for, weather it is a defense work to prevent other country's attack or it is an weapon the country prepare to use when necessary, such scientific research and development as mass destruction as 后面可以不要的吧~~~hehe should be restricted or even banned. For that Since? it is an unstable factor among countries and is not helpful to facilitate peaceful development. Some international instrument signed by countries is for the purpose of building a peaceful international environment. That is the mutual interest of all human beings.

Another point involves science itself. not the sentence~~~ 可以这样开头吗 It can be a blessing and a curse at the same time, the effect of science is up to the person who makes use of it.
