题目:ISSUE43 - "To be an effective leader, a public official must maintain the highest ethical and moral standards."
According to the speaker's assertion, the highest ethical and moral standards are the necessities for the public official in order to be an effective leader. At the first glance of the issue, I agree to the opinion that the leader should maintain the highest ethical and moral standards, however, further reflection tells me that the writer ignores many practical problems.
First of all, it is true that in order to be an outstanding leader, the elite should maintain the highest ethical and moral standards otherwise the people won't support him. For example, Abraham Lincoln, The president of American Civil War, issued the Emancipation Proclamation to eliminate slavery and free slaves forever, starting to establish an egalitarian government and system, the efforts are prized by American people and his famous words are memorized in people's minds and memorial inscription. Therefore, the leaders such as Lincoln could be held as the example and in order to get the support from the citizens the public official should learn much from these prestigious leaders.
However, the ones who only maintain the highest ethical and moral standards are doomed to hardly be an effective leader. All needs to be a leader is much more than these. For instance, Roosevelt is a charismatic president fraught with optimism, whose confidence is essential to sustain the United States and its people during the strains of economic crisis and world war. When Roosevelt came to the presidency with a dangerous economic crisis at its height, industry was paralyzed, and unemployment afflicted some 30 percent of the work force. Although the nation had been sunk in the worst depression of its history for many years, it is the Roosevelt's New Deal makes the country gradually overcome the crisis. Consequently without the optimism and the confidence Roosevelt can hardly be Roosevelt we see today.
What's more, the abilities to lead the citizens are also necessary to be an effective leader not only in politic realm but also in the economic industry. Wal-Mart's continual sales increasing rates and scale expansion are due to its management strategies. The previous CEO Sam Walton created the employee ownership, which enables every employee to purchase the company shares and help advance the company's emphasis on controlling costs and providing excellent customer service. Without the productive strategy, the company might have been squeezed out of the supermarket realm. Therefore, a man full of encourage who gets professional trainings well can always lead his company achieve success readily.
Simply put, so as to be an effective leader, to maintain the highest ethical and moral standards is not enough. From the famous and the prestigious persons who accomplish their success, we can see clearly that they are full of sagacity, adamancy, courage, professional skills and so forth. So the public officials can learn much from these great leaders in order to be effective leaders. |
