TOPIC: ISSUE70 - "In any profession-business, politics, education, government-those in power should step down after five years. The surest path to success for any enterprise is revitalization through new leadership."

Should the leader in power step down after five years as the speaker claims? Though I agree that we could gain success through new leadership, the speaker fails to account for the negative impact of revitalization.

Admittedly, it is true that revitalization could bring about new things to the old one. Five years is not a short time for a leader, either in the politics or other realms. Common sense tells us that when a new leader come into power, he or she would carry out a new policy and make great effort to gain benefits for the movement or the company because he or she has the passion to play a valuable role in his or her position as well as he or she wants to prove that people have made a good choice of electing him or her. However, as time goes by, in most conditions, the passion and the ambition pass away with the time, and what the leader wants is just no malpractice. Then the government or the company could not gain great improvement. Thus, at such time, we should change the leader to give the government or the company more new energy.

What's more, what the new leader brings to the organization is not just energy, sometimes, the new leader's ideas may gain great breakthrough in certain realm. Such examples happen in education realm or research centers more often. We know that when a man study in the same realm for too many years, he would form a relatively unchangeable mind, thus when he put his thinking to the studies, he would always think in the same way. When a new leader comes with a new way to study, there may be something surprising come about. For example, when a mathematician becomes the leader of an economy research center, he would bring more math to the economy, and the new way may cause new results.

However, things always have two sides, when a new leader comes into power, he or she may abort the plans of the old leaders. Thus it causes bad effect to the consistency of the policy. If policy is changed too often, people who have to carry out it would not bear it, especially for the government. Take the tax policy for example. If the government changes the tax policy such as the type, rate and so on every few years people who pay the tax, especially the companies are not able to expect how much they would pay in the next year, thus they cannot plan their sale strategy. If the government is always doing so, it is bad for the people and also for the government. As a result, when the leader brings energy to the organization, he or she should pay special attention to the consistency of the policy.

In sum, it is necessary for many kinds of organizations to change the leaders in order to bring energy as well as new ideas. However, they have to consider the consistency of the policy thus they should not change the leaders too often.
