43"To be an effective leader, a public official must maintain the highest ethical and moral standards."

Should a public official maintain the highest ethical and moral standards to be an effective leader? It is tempting to agree that the higher ethical and moral standards a public official, the better. High ethical and moral standards are absolutely necessary qualities a leader should possess, but it does not ensure a successful leadership, and we can not ignore other qualities of equal value that a effective leader should hold.

To begin with, by any means, High ethical and moral standards should always be listed in an effective leader’s moral guarantee. An official without high ethical and moral standards is doomed to fail to lead the public effectively, or even worse, to spell disaster on the public. Throughout history, innumerable examples have showed again and again how a society or a country is destroyed by immoral leader. We can pick up in Chinese history books a pile of names of immoral empires who imposed endless sufferings on his or her people and cause social disasters, such as Shang Zhou and Empire Sui Yang. In other words, it is never enough to require a public official to possess high ethical and moral standards.

However, maintaining the highest ethical and moral standards does not ensure a successful leadership. To be an effective leader, as we know, one should possess plenty of merits such as wisdom, competence, enlightenment, tolerance, shrewdshrewdness, prowess as well as high ethical and moral standards. Take Confucius’ unsuccessful political life for example. As a philosopher and a moralist, he achieved great accomplishment undoubtedly; as a public official, he is actually unsuccessful. Nobody would doubt his high ethical and moral standards whether his contemporaries or later generations, but whether he possess enough political qualities is questionable according to the record of history. Thus high ethical and moral standards are not related to a successful leadership inevitably.

Furthermore, expectation and requirement that a public official should possess the highest ethical and moral standards is unpractical and reasonless. A small flaw can not overthrow one’s qualities as an effective leader and the greatness one has achieved. In my observation, many effective leaders devoted themselves to work so much that they often did not care about their families enough, which in moralists’ views, they do not possess the highest ethical and moral standards. Not spending enough time with family does not encumber one to be recognized as an effective leader. Nobody is as perfect as God. Possessing higher ethical and moral standards is sufficient for one to be an effective leader.

Furthermore, expectation and requirement that a public official should possess the highest ethical and moral standards is areunpractical and reasonless. For one thing, it seems difficult and hopeless for one to reach the highest ethical and moral standards. We have to admit that human beings always have such-and-such flaws, weakness and shortcomings in their personalities. It is impossible for us to find a flawless human until and unless we turn to Bible. For another, high ethical and moral standards sometimes go against effective leadership. For instance, in animal conservationists’ views, killing animals is an unforgivable crime. Should our public officials follow animal conservationists’ ethical and moral standards and forbid us from eating meat? If so, it would be bad news for many people, and I doubt whether the official would win out in the next election round.

To sum up, history and social experience inform us that high ethical and moral standards are important qualities an effective leader should possess, but a successful leadership requires more than that. On the other hand, it is enough for an effective leader to possess relative higher ethical and moral standards, while it is gratuitous and impossible for most of us to possess the highest ethical and moral standards.

Should a public official maintain the highest ethical and moral standards to be an effective leader? It is tempting to agree that the higher ethical and moral standards a public official, the better.(这里感觉有点不通,貌似offcial后该加have)High ethical and moral standards are absolutely necessary qualities a leader should possess, but it does not ensure a successful leadership, and we can not ignore other qualities of equal value that a effective leader should hold.

In other words, it is never enough to require a public official to possess high ethical and moral standards.

可以把这个论证段的观点改成:sometimes the goal of politics may not be accord with moral standards that populace believe.

in animal conservationists’ views, killing animals is an unforgivable crime. Should our public officials follow animal conservationists’ ethical and moral standards and forbid us from eating meat? If so, it would be bad news for many people, and I doubt whether the official would win out in the next election round.

1 one should possess plenty of merits such as wisdom, competence, enlightenment, tolerance, shrewd, prowess as well as high ethical and moral standards. Take Confucius’ unsuccessful political life for example.
2expectation and requirement that a public official should possess the highest ethical and moral standards is unpractical and reasonless.
