In daily life, most people attempt to solve problems by themselves or turn to their family for help when they meet difficulties. However, due to the limitations of funds, knowledge and capability, not all challenges can be settled by selves and family. Therefore, government help is necessary in this circumstance.



Graduates can achieve venture capital fund to operate their own business and realize their ambition. In recent years, in order to create more job opportunities, government take out several measures to encourage graduates to be entrepreneurs if their venture plans are feasible and attractive. One of my seniors, Peter, prepared to open a coffee house in the downtown area in Shanghai after graduation. Although he sacrificed all his own money and also asked his family for financial aid, his aspiration still cannot be realized for the lack of sufficient funds. At this time, government's program of venture investing in graduates' business provided Peter an access to his ambition. His venture plan was appreciated by the government who finally agreed to offer loans with interest rate lower than average to his business.



Government has professional vocational counsellors to offer career service for undergraduates and employees who search for better jobs. In annual job fair, thousands of job vacancies are offered, applicants often find puzzled to select suitable jobs and therefore a great number of resumes are delivered. In fact, job applicants can  seek career service offered by the government before they go to job fairs. I went to consult the government's vocational counsellor to ask for an internship in my last year's summer vacation, the counselor there is very enthusiastic and helpful in analysing my interests, available time and request, and matching them with job requirements. Eventually, I accepted the counsellor's recommendation to work as an assistant in the marketing department in NKE. The consultation I received was so professional and suggestions from family could not be compared with it because family lack information of job vacancies and ability to analyse deeply.



Moreover, government provides public health care which is definitely not able to be achieved from family. Although individuals or their family can purchase life insurance to cover the risk of disease attack, public health care still has irreplaceable function. It ensures that people who are not able to afford premium of commercial life insurance can receive basic medical insurance which covers part of hospital treatment expenses when they have disease. Sometimes this expense deducted from an individual's health care account helps to meet urgent need of people with income below average.



In conclusion, government help is necessary because it has adequate funds, professional counsellors and health care service which cannot be obtained from selves or family.
