Although in many countries it is now possible to televise government proceedings, and the broadcast helps to benefit our society, I would like to take exceptions to the speaker's claim, when he or she claims the more proceedings are televised the more society will benefit. Moreover, there are still other realistic problems we must pay enough attention to before fully taking the speaker's recommendation.
Nowadays, the development of communication promises the televising of government operation, which can serve to enhance the level of democracy and then a better society. After all, how widely its citizens involve into the decisions of government and how representative of these decisions are the ultimate criteria to judge the level of democracy. Through the network of TV, citizens can supervise the proceedings--such as trials, debates, meetings, etc, right at home, which allows governments a larger possibility of collecting meaningful suggestions effectively from people who they servers. As a result, with the enhancement in democracy, our society will benefit from the more effective allocation of public resources and more fair judgment on certain issues.
However, by claiming that the more proceedings of government are televised, the more society will benefit, the speaker implies that our society will benefit most when all the government proceedings are broadcasted to the mass, which is actually a naive perception. For the purpose to ensure the safety of the nation and prevent the society from unnecessary panic, myriad information in government should be secluded from the mass. For example, governments, who televise its plan for an arrest of a gang of terrorist, are doomed to fail in the action, and such tragedy will repeat in other fields associated with the safety of a nation as long as they are subject to the television. Moreover, some seemingly urgent situation, which is in fact uncertain, will cause unnecessary panic among citizens, who usually do not assess the information rationally, especially when the information recevied is fragmentary itself. especially这半句是不是考虑再解释一下呢?如果是在电视里全程播放是不是还有可能是fragmentary呢?
Recognizing that not all the operation of government can be accessible to its citizens, another problem with the speaker's recommendation is that who should be in charge of such broadcast or who should decide whether a proceeding are fit for television. The answer is definitely neither mass media nor government itself. If we left the task to the mass media, who are notorious for their biased commentary, we actually risk devolving the reform into sheer instigation of the mass. Nor should governments be left with the mission, because they have incentives to envelop the information that might have negative influence on their authority--that is, if we do so we will accomplish little to a more democratic society and even create a new sort of censorship, which should be denounced by people cherishing freedom.
In final analysis, although televising government operation as its merits to enhance the level of democracy and then benefit our society, It is presumptuous for the speaker to claim the more proceedings are televised, the more our society can benefit. For when it comes to the safe security好点吧 of a nation, there is always information unfit for broadcast, let alone other unaddressed problems innate in the practice of this so-called reform.直接放到中国的实际情况了吗?人家不是都有改革吧,呵呵
