Who should are responsible for the local schools? Parents, communities and professional educators may be are candicates. In my point of view, education need the support of the relevent people and orgnizations, but the professional skills is more important than other relevent things.

Firstly, it is well known that education needs professional skills which are possessed by a group of professional educators. Perhaps many people claims that they can also teach the students in elementary school or middle school. However, what should be taught to the students? How should the knowledge be explained to the students? How should the teachers satisfy the individual needs of the students and help the students find their interests? There are a serious of questions which need the help of the professional knowledges based on the relevent studies? With the extremely rapid development of our society, everyone is busy with his or her own field. It is entirely possible that everyone can spend much time on something beyond his or her own field and therefore the professional educators are the best people in charge of education.

Furthermore, teachers stay with students together in the majority of a day and so it is entirely possible that the teachers are even more familar with students than their parents. Of course, teacher is different to professional educators. However, a considerable part of the teachers are professional edcators. The excellent teachers usually are also professional edcators. This familarity with students is determined by people's work rathe than other things and the professional educators should do their own things in their field.

Admittedly, the local schools need the participation of Both parents and communities.After all, the parents know somethings on their children that are not known by other people and they are willful to devote much time on the education of their children. At the same time, the parents afford their children's education and so have the right to be involved in the local schools. As for communities, although schools are orgnization cut down from the whole society to some extent, they are still a part of our society.Thus they need the help of the communities where they are located.

In summary, it is the need of education itself that the group of professional educators should dominate in education. At the same time,  both parents and communities should play an important role in education.
