1)看一个国家的文化程度很重要的一个方面就是看他的教育程度.接受正规教育的人越多,这个社会就越有素质,文化程度就越高.歌德曾说过"文化的衰落表明一个民族的衰落,这两者走下坡路的时间是齐头并进的."
2)正规教育是有力度的,它不会随个人意愿的改变而改变的.日本德国导致了二战的爆发,战败后,他们的人民通过受到正规教育明白了错误以及犯下的罪恶,虽然有极少数人拒不认错,一而再,再而三的祭拜战犯,但是他们影响不到大多数人,因为正规教育的成果已经深入人心.
3)当然,其他方式对文化也有重要影响,比如,媒体,法律等等.

The author claims that the main way to perpetuate the ideas it favors and discredit the ideas it fears is formal education.In my point of view,i am inclined to support the idea which can be substantiated by the following discussions

In the first place,formal education is an important aspect to estimate whether a cultural grade of a country is high or low.The more education people are received,the higher diathesis the sociaty has.We kown America is the best advanced country while its time of history is only more than 300  years,the reason is that the formal education of nation is advanced and stabile. The German poet--Johan Wolfgang von Goethe said,"The decline of culture indicates that the decline of a nation,the two keep in their downward tendency."The most important function of formal education at any level is to develop the personality of the individual and the signficance of his life to himself and to others,this is the basic archetecture of a life.A country is strong when people's lives are enjoyble.

In the second place,Since a formal culture is so powerful, it is crucial that no individual favor or fears affects the education.For instance,Japan and Germany lead to the explosion of the Second World War.After they are defeated,their people uderstand the mistake and maleficence they make through formal education.Altough handful of persons refuse to recognize the crime and continue to pay respect to war criminal,their behavior cannot affect other people because formal education tells them what is wrong and what is right.Formal education is for the improvement of the individual,it also serves society by providing a leavening of men of understanding,of perception,and wisdom.they are our intellectual leaders,the critics of our culture,the defenders of our free traditions,the instigators of our progress.

Admittedly,the media, such TV, books, even oral teaching have their effect to the propagation of the culture.In modern society,media plays an important role in affecting people's views,ideals and attitudes. People can receive information more fast and lifesome from these media.In additional,the system of law which is estabilished by legislators and implemented by government in order to regular people's behaviors and maintain the stabilize of the society is also an effective way to affect people.

Generally speaking, formal education places a most important role in the propagation of culture. Since it can decide what to teach, we should make sure that culture can equally pass on without the influence of the minority.

刚刚只看了提纲 有一点疑问
一个是提纲的1点 好像你一上来就把这个issue的问题抽象到一个较高的层次了乜，然后我就一下子没看出它和题目的关系。。汗// 给我的感觉 题目首先说的并不是文化的固态水平 而是文化的保持 如果扩展开来说 我觉得是扩展成文化的发展过程我比较容易接收
另一个问题是2里你用到的例子 个人是觉得日本人的formal education里爱国主义教育的效果要远远好于他们对过去战争罪责的深刻认识啊。。。。所以用在这里作例证我觉得有点像反例了。。
个人之见啦 探讨一下 ^_^
