For a political leader, it is very difficult to maintain the highest ethics standard. And for an effective politician, it is not wise to tell the truth all the time. However, in my opinion, in most cases complete honesty is not necessary, but honesty is a useful virtue for a politician.

First of all, if a politician do not maintain honest, he may do something corrupt and harm the interests of the citizen. Honest is a vey essential virtue for a politician. If a politician ignores such a virtue, he may deceive the public and even cheat in the election. For example, Nixon covered up his active role in the Watergate, which means he told a lie to the whole nation. His behavior demonstrates that he only concerns his own interests without considering the interests of the government and the society. Dishonest leads him to the political corruption. Moreover, dishonest of a politician may harm the citizens' interests. For instance, the sexual scandal of Clinton draws the attention of the whole nation. In order to investigate the scandal, the government put a lot of money and stuff into the examination, which means the government has to use the taxes from the citizens to investigate the scandal. In fact, this money should be spent for the benefit of the nation. Therefore, dishonest harms the interests of both the politician and the public.

Furthermore, the fact that a politician do not maintain honest may damage the social stability. It is not wise for a political leader to prevent the public from the truth. The citizens have the right to know the necessary information. For example, it was the minister of the sanitation department o China that did not tell the truth that SARS was a highly contagious serious disease to the whole nation, which caused SARS widely and quickly spread through the country. The politician's dishonest caused hundreds of people lose their lives and a number of economical losses. The disease also aroused the panic of the public and damaged the stability of the society. All these losses were from the politician's dishonest. Therefore, for an effective political leader, it is harmful for him not to provide the truth to the nation.

Admittedly, it is not wise for an effective political leader to tell the truth all the time. A politician may not have to maintain the highest ethics standard in every situations. With the serious competition among different nations, it is reasonable for the political leaders to tell a lie to other politicians from foreign country. For example, in an international conference, an effective politician may not tell the truth concerning the national secrets. Moreover, there are still some conflicts among some areas. For the leaders of these areas, they may not provide the real information to their enemy. Hence in some situations, for an effective political leader, it is puerile to tell the truth all the time.

To sum up, in my opinion, for an effective political leader, it is necessary to tell the truth to the public, otherwise his dishonest may harm the interests of both the country and the citizens. However, in some particular situations, it is reasonable and wise for a politician to hold the national secrets.
