43.To be an effective leader, a public official must maintain the highest ethical and moral standards.

1、如果官员滥用权利，为自己争取利益。这样会造成政治corruption和人民权益的损害
2、如果官员道德标准低，就会损害国家名誉，降低人民的信任，影响到其政治举措的实施。

3、官员不是道德家moralist，我们没有必要强求他们要比一般人的道德标准高很多，他们也会犯错误。

I strongly agree that an effective leader should keep the highest ethical and moral standards.  As a leader, one should possess more wisdom, competence, tolerance, prowess, shrewdness, resolution, etc than normal people, at the same time, the ethical and moral standards they maintain, certainly, are also more than normal people.

In the first place, if the officials abuse the rights people endued him or her for own benefits and selfish motives, it will lead to the political corruptions and damage the rights and interests of people. Because in people's eyes, a lead is an example and they may monitor and follow the activities of leaders, if a leader has made mistakes , such as corruption, bribery and lying to people, people must disappoint and never believe him or her. The important thing to a leader is to have a clear conscience and serve for people heart and soul. If a leader lose the morals, he is not fit for the position.

In the second place, an official without high ethnical and moral standards is doomed to fail to lead the public effectively, in the worse case, to spell disaster on the public. Take the president of Nixon as an example, because he utilized the despicable way to compete with other electors, he have to abdicate the position of president finally and leave a bad reputation to all the people. A good leader must have high ethical and moral standards since people believe him and have confidence given the position to him, if he make mistakes about ethical and moral standards, people will receive a shock so that they may suspect the leader and themselves--whether they made a wrong decision and chose an unqualified man, so people can not follow his orders and all society will be jumbled. In addition, a leader, without high ethical and moral standards, also have bad effect on the friendship to other counties. Because the leader is the delegate of his country, other countries may know you first and then know the whole country, if a leader like Saddam Hussein, no country will make friend with him.

Admittedly, human is not perfect and leaders are human, and they are not moralists too. As a leader, he possess high abilities and at the same time the high self-restraint also go with him, it is impossible that a leader never have mistakes in his life and also can not assure that he do not blunder in the position, as long as the mistake he made is not significant and has less effects on people's benefits, we may forgive him in terms of practical situation that whether the mistake is severe and excusable. For example, Clinton once make a famous mistake in period of reign----sex scandal in White House, it lead momentous influence to americans even people in all of the world. However, from some public-opinion polls, we can see that people continue to support and believe him after the scandal because he try his best to make U.S.A powerful and bring more profits to american in his reign while the scandal, in people's opinion, is just a little mistake and has little influence to them. Therefore, we can conclude that even the great man can make mistake too.

In sum, from what has been discussed above, we may draw the conclusion that an effective leader, as a public official, need to or even must keep high ethical and moral standards. Without these standards, he will make mistake; without these standards, people do not believe and support him.

leader只是官员吗？还是你这里的官员的定义比较宽？我感觉leader的定义会影响到我们对他们的要求，比如社会变革的领导者和企业的主管所应具备的素质不尽相同的

Therefore, we can conclude that even the great man can make mistake too.这个小结不太好。如果要证明的是这个观点或者说是事实，一个例子是不够的，并且这句实际上是你用来支持你的观点的，同时这里的mistake也过于宽泛，政策性的错误也许归结于能力的欠缺而不是道德的缺失。

这篇文章行文还比较流畅，但观点比较普通，没有太多新意，论述本身也不是非常有力，不妨再多参考一些别人的观点，对这个主题有更深一些的认识。比如最后那个论点，我觉得重点不应该放在人难免会犯错上，因为题目中说的highest是一个相对值，大家都会犯错，但是否领导者应该在道德上做到完全高于众人，还是只要有相对有一定的优势，但不必拘泥于对道德水准的要求，应该能够不拘一格降人才呢？

我自己写这篇的时候也是在文章的基本观点上纠缠了很久，至今还是没能把各种想法统一成清晰的论点。一起努力吧。:handshake
