------题目------
To be an effective leader, a public official must maintain the highest ethical and moral standards.
提纲:
1。道德对于政治家的确不可或缺:水门事件
2。但道德只是一个方面。还有其他各方面的素质
3。政治家受工作性质的限制,也不可能达到最高的道德水平(后者是由社会活动家、宗教领袖达到的。)
------正文------
The issue about what indispensable characters an effective leader should bear never ceases public attention and debating. Like many people, the speaker claims that the highest ethical and moral standards [is/are] one requirement of public officials. [True as political leaders should be moral,/ Though it is true that political leaders should strictly conform to morality,] [yet/ delete] I cannot agree that they must maintain the highest morality as a moral saint.
No doubt, a high level of virtue [is significant/ should be maintained] in one's political career. In our times, the public’s vote will finally determine a political figure's fate, while one’s moral defect can seriously [damage his/her popularity不搭配damage one’s reputation]. As a survey [after/ in] the 2004 presidency election shows, over 80 percent Americans list "ethical and moral standards" as one of the vital factors that determines their choice. People tell pollsters that they cannot trust a candidate if he/she is morally unreliable.[这个例子举得很有说服力][ Another lesson/ 这里过渡的不自然,前面和这里不都是lesson] public officials should learn is President Nixon's Watergate scandal, in which his misdeed leads to his lose of power.[Both cases indicate what the result would be if a political leader lacks of moral creditability in a democratic society/ 这句总结的不好,因为前者并不能证明如果政治家缺乏道德会有坏后果]
However, the moral aspect should not be exaggerated either, [for it is neither morality alone that makes effective leaders nor can these people maintain the highest morality / 感觉上不如把它们分开]. First, it is many factors--moral standard being one of them--that co-determine a leader's success. To be a high political leader, one must possess a bunch of qualities to achieve progress of the society. They must be [broad-minded, for example, to master each field/ broad-minded and master each field 不是因果对称,你是想说 knowledgeable?] [which is significant to national economy and politics][ to deal with all the complicated issues either in economy or politics]; they must be approachable and easy-going so that they can win public and underlings’ love and esteem; they must be decisive in abrupt events so that the state can respond immediately; they must be wise and foresighted so that they can lead the country to a promising road: [all those personalities and capacities in total, not any single one, that make one an effective leader.、不完整得句子]
Moreover, due to the nature of public affairs, it is hardly possible for a public official maintaining the highest ethical standards. Being political leaders mean they cannot always follow their own moral [ideas] but have to make decisions based on more realistic and pragmatic concerns. A public official cannot, for instance, go to shut down tobacco and alcohol industries to protect people’s health, although personally he or she may hold this idea. He or she has to bend personal moral standard to a balance between the interest of manufacturers and customers, and always makes compromises with negotiants, for it is a political leader’s obligation to represent the interest of most people, not his or her own moral opinions. Actually, it is religious or social leaders, not political leaders, who often reveal the highest morality. [Gandhi, Martin Luther King, JR., Mother Teresa, etc., it is these people that maintain the highest ethical and moral standards and arouse people's conscience, since they can express their own ideas more freely, without any constraint from the obligation of public occupations / 感觉没有必要来说他们太多,与主题关系不大].
In sum, although an effective leader must own virtues, it is nevertheless [impossible / neither possible nor necessary ] for them to be moral saints. Due to the nature of their vocation, morality is not the sole factor for their success,[ and not the one they can achieve best./ delete]
[ 总体评论:本篇小错误比以前你 写得要多 一些,而且第二点得论证不够全面,可以举一些例子来说明他们不仅不必太局限于道德,有时还必须说谎或作出违反道德但顾全大局]
