Issue17  "There are two types of laws: just and unjust. Every individual in a society has a responsibility to obey just laws and, even more importantly, to disobey and resist unjust laws."

（3）法律应该符合大多数人的利益，而且法律是随着社会的发展而发展的，当某些法律规定已经过时，不再能体现大多数人的利益时，就要通过合法的途径来修改。立法机关在制定法律的时候也要考虑人的利益。
（4）当然，在有些社会，尤其是奴隶社会和封建社会，法律只是维护统治阶级的利益，这样就损害了绝大多数人的利益，如果这些法律长时间不被修改，就会遭到强烈的反抗，最终造成社会的变革。但是这种情况在民主国家不会出现。

Law is defined as body of official rules and regulations, and it is used to govern a society and to control the behaviors of its members. Just and unjust are both relative concepts that are hard to distinguish. It is possible that some law is "just" in some people's opinion, but "unjust" in other's opinion. Here, the "just" and "unjust" are people's notion, so it is natural that a law is considered dramatically different. Thus we cannot assert that laws have two kinds: just and unjust.

Law is compulsive that every individual not only has responsibility to obey it but also has to obey it; otherwise, he will be punished according to the law items. On the other hand, a statute that is neither obeyed nor enforced is empty law. A society can have many kind of laws: criminal law can deal with murder, theft, adultery, or the like; economical law provides a rule for economic activity and settles the dispute between both sides of the trade; tax law makes sure that tax is handed in according to the tax standard. It is undoubted that every one whether he is a civilian or an official are equal before laws and all must to obey laws.

Laws should accord with the profits of most people, and laws will be changed with the development of the society. When some items of a law are behind the times, and can no longer to reveal most people's profits, it should be modified through legal ways. In most society, there are special agencies to manage this kind of things, such as legislature, court, and the like. For example, in some country, several years before, marriage and divorce need the allowance of both sides’ employers. With the development of the society, most people thought the rule was not reasonable and marriage or divorce are their freedom, then they reflected their attitudes to the legislature, at last the rule was abolished. Otherwise, if people simply disobey and resist the law when they think it unjust, the society's stabilization will be broken and finally influence people's life greatly. It is not a wise idea.

Admittedly, in some society, especially slavery society and feudality society, laws are used only to maintain the governor's behalf, and then sacrifice most people's behalf. If this kind of laws is not changed through legal program, it will suffer strong resist, and finally result in the revolution of society. Take the famous Roman law as an example. It was a very important law that influenced most of the legal system of the world, but later it lost its legitimacy because of its discrimination to the lower class, then finally the Twelve Table of Rome replaced it. Of course, this case exists rarely in democracy country.

In conclusion, I hope I have expressed my opinion that laws must be obeyed and should be modified by legal way except special cases.
