Argument67 The following appeared in a letter to the editor of a newspaper serving the villages of Castorville and Polluxton.

"Both the villages of Castorville and Polluxton have experienced sharp declines in the numbers of residents who pay property taxes. To save money and improve service, the two villages recently merged their once separate garbage collection departments into a single department located in
Castorville, and the new department has reported few complaints about its service. Last year the library in Polluxton had 20 percent fewer users than during the previous year. It follows that we should now further economize and improve service, as we did with garbage collection, by closing the library in Polluxton and using the library in Castorville to serve both villages."

In this argument, the arguer suggests to close the library in Polluxton and use the library in Castorville to provide service for both villages in order to save money and improve service. He depends on the successful mergence experience of the two villages' garbage collection departments. His suggestion seems logically, in fact, it has several flaws as follows.

First of all, the arguer provides the evidence that the new garbage collection department has reported few complaints about its service. The evidence is doubtable, because we do not know whether the report is true. It is possible that the department disguised the real result. Moreover, because the new department locates in Castorville, it is possible that Castorville is a little far away from Polluxton, thus the residents in Polluxton were discommodious to complain although they were very discontent.

Secondly, even if the users of Polluxton library had decreased by 20% last year, the arguer does not show the current situation. It is very likely that this year’s users number has increased to the former number again, and then it is not necessary to close the library. In addition, granted that the current users number is still the same as last year's number, there may be still lots of users in Polluxton library. Thus, if let those users left go to Castorville library, it is very suspicious that the library of Castorville is too small to accommodate so many users and the books of Castorville is too few to content the added users’ needs, which will result in the decline of service level indeed.

Last but not least, the character of library service is not similar to that of garbage collection service, so it is cursory for library to adopt the same management way. Garbage collection is the service that workers go to residents' home to collect the garbage, and the department is only an institution to manage the workers, which position does not influence the garbage collection. While library service need the users come to library and borrow books they need. If demanding the Polluxton residents go to Castorville everyday, it will be very inconvenient for those residents and is very possible to get lots of complaints.

To sum up, the arguer fails to prove the authenticity of the new garbage collection department’s report and to consider the difference between garbage collection service and library service, so his suggestion is unconvincing. To make his suggestion acceptable, he has to take the facets discussed above into accounts.
