In this argument, we are told that the unclean water is the reason of seldom recreational activities actived nearby Mason River. The arguer assumed that after cleanning water in the river, recreational use of the river will increase and the budget of the Mason City ' council will need increase either. However, none of them were powerfully proved.

Some complains were used as an evidence to instead of the main reason of people's unwishing to do sports near Mason River. None belivable evidence or satistics show that water problem is the mainly disturb in these areas. Therefore, we will think that problems other than the quality of the water probably cause the situation. Such as industry waste fills the bank, the construction of the bank is too old to do these sports, or bad weather in the city often influence the games. All of these aspects are need consider before making the conclusion.

Even if the water quality indeed the main reason in civil's minds, will the situation chang only by cleaning up the river? Agency responsible has to do some research on finding the fundimental reason of the pollution. Maybe the quality of the river is destoyed by some factories' waste water. If so, it can not be solved by cleaning water for one or two times, it needs the power of the goverment to ask these factories treating the waste water before it flow into the river. To avoid do some nonworth work, finding the true reason is important to solve the problem.

Otherwise, after the change, will the council of Mason City surely need to increase its budget for improvements to the publicly owned lands along Mason River? It seems no necessary to spend money on these improvements if excellent work has been done by the goverment before. And if enough sports or games hold there, maybe some individual supporting will give to the contribution that do not need more budget on it.
