The speaker asserts that in order to be an effective leader, a public official must maintain the highest ethical and moral standards. I agree insofar as a public official should possess of upper ethical and moral standards. However, the assertion is indefensible. In my view, to be an effective leader, the capacity to lead is a indispensable part. Thus, successful political leadership is combined to leader's high ethical and moral standards.

First of all, I agree the statement that a public official should maintain upper ethical and moral standards. In the political realm, a leader with high ethical and moral standards may possess of tremendous rallying point and authority, which is the base of leading public efficiently. To illustrate this point clearly, here's an instance that is very persuasive. Mahatma Gandhi, who was bestowed the title of Father of Nation, for his great contribution to the independence of his country. In the nationalism, Gandhi put forward the idea about satyagraha and non-violence, which reflected his great ethical and moral standards. Finally the Hindu adhered to his idea because of his sublime morality and therefore India attained its independence successfully.  

On the contrary, a leader without high ethical and moral standards is doomed to be defeated in his or her career. In the business realm, the most valuable part of a company is its credit. To obtain high credit, it necessitates the official of a company to observe high moral standards, by providing high quality products and taking charge responsibility for society, customers and employees. Without credit, it is equally that a company loses its foothold and the company will lose its users. There is a example that can support my reason. TOSHIBA--one of the largest Japanese companies. In 2000, the company announced that one of its notebook computer models had serious defect, however, In China, the company did not offer either replacements with an upgraded model or full refund. Therefore, users in China were outrage and refused to use any type of TOSHIBA's notebook computer. Thus, we can draw a conclusion that it is important that official possesses of high ethical and moral standards.

However, I disapprove the assertion because it overemphasizes the importance of high ethical and moral standards. When people pay attention to officials’ ethic and morality, they also consider the leader's capacity to lead. The main task of public officials is to make their institution work smoothly and efficiently, and wield their power to contribute to society. The other way round, a official with high ethical and moral standards but little leadership is unable to lead public successfully. Accordingly, to scale the efficiency of an official, we should also consider the ability to lead.

In sum, I concede that public officials should maintain high ethical and moral standards. However, the speaker overrates the importance of ethic and morality. In the final analysis, to effectively measure the efficiency of a leader, we should not only take account of his or her ethical and moral standards, but also his or her ability in leadership.
