Position: negative
1)      Admittedly, as sicentific research and development are highly innovative activities,  restrictions have significant impact on research and development.
2)      However, as the scientific and technological advancement nowadays maybe surprisingly powerful, unfetterd scientific research and development is likely to place a large number of people in the society into jeopardy.
3)      Scientific reaearches and developments, spcially in biology and medicine, once are not restricted or loosly restricted, are likely to concealed themselves for reasons about information security, compeition advantages in time, avoiding opponant forces amd so on. Them, in turn the lack of information about such development would lead to lagged corresponding ethical development.
