13. "Many of the world's lesser-known languages are being lost as fewer and fewer people speak them. The governments of countries in which these languages are spoken should act to prevent such languages from becoming extinct."

One language, one civilization. Indeed, many minor languages are on the way to extinction, which also means these civilizations are in the same situation. My point is that although this trend is difficult to reverse, local government should do their effort to contain it.

There are several factors that result in this phenomenon. First, for the developing nations, the study of popular language is a must and a direct method in order to catch up with the developed nations and be integrated into globalization. With the strengthen efforts to spread the out-coming language, especially the media methods such as television, internet, mobile communication and broadcast that lie on the out-coming language, the function of local language become weaker and weaker. Second, colonization also speeds up the extinction of local language. The colonists always need to assimilate local people and disseminate the slave ideology for the sake of their colonial rule. As a consequence of this, indigenous language are always banned to say, while, out-coming language becomes wide spreaded. Third, in behalf of eliminate the communication gap, local government spreads official language, which also compress the living space of minor languages. Because of the three factors, in some regions, there is less and less chance to use the indigenous language and therefore people would find there is no need to learn it and they no longer say it, which, lead to the extinction of minor languages.

Under this severe circumstance, we should try our best to prevent these minor languages from extinction. Language is the vital carrier and vehicle of civilization: cultural expression and intangible culture heritage. Stories, folklores, fairy tales, poems, dramas, fables and conundrums all depend on language. In addition, Language contains one country’s national culture and history. The whole knowledge and experience which accumulated through tens of thousands of years is recorded with their own language so they could be handed down from generation to generation beyond time and space. Thus, one language embodies not only one civilization but also the entire knowledge one’s nation created. The extinction of language is an enormous irreparable loss for one nation, even the world. Just like species diversity helping to maintain a balanced nature, the balanced nature would be in favor of species diversity in turn. The diversity of civilization would contribute to establish a harmony world, and the harmony world would help keep civilizations diversity in turn. It is the diversity, on which the development of civilization is based, that makes human civilization vigorous. The great philosopher Russell once said: It has been proved several times that the exchange between different civilizations is the milestone of development of human civilization. Because of the discrepancy, then we have comparison, identity, study and development of civilization, which would arouse people’s inspirations and creativity, leading to the innovations. Civilizations rely on the languages. Thus, government should exert their best to prevent these languages from extinction.

While, we should have a clear definition of the word protection. It doesn’t mean that the government compels everyone to say this language. Instead, government should take some measures to arouse citizens’ national consciousness so that citizens would learn this language voluntary. By the latest computer technology, all the information about the language can be recorded easily. Government can apply some efficient step to protect language.

In sum, all the languages are wealth of mankind. Letting the minor languages run its own course to die without interference is irresponsible for descendants. Although some of them are close to extinction, local government should try their best to prevent this trend.
