TOPIC: ARGUMENT112 - The following proposal was raised at a meeting of the Franklin City Council.
"Franklin Airport, which is on a bay, is notorious for flight delays. The airport management wants to build new runways to increase capacity but can only do so by filling in 900 acres of the bay. The Bay Coalition organization objects that filling in the bay will disrupt tidal patterns and harm wildlife. But the airport says that if it is permitted to build its new runways, it will fund the restoration of 1,000 acres of wetlands in areas of the bay that have previously been damaged by industrialization. This plan should be adopted, for it is necessary to reduce the flight delays, and the wetlands restoration part of the plan ensures that the bay's environment will actually be helped rather than hurt."

The arguer claims that the plan to fill in the bay to build new runways should be adopted since it can reduce the flight delays, and can ensure that the bays's environment will benefit the wetlands retoration. The argument seems reasonable, but a careful examination of it will reveal critical flaws which undermines the argument.
First of all, the arguer failed to point out that the insufficiency of runways in the airport has causal relation with the flight delays. It is possible that the flight delays result from the bad whether condition in that area. So even if more runways are built, it can not help to decrease filght delays.
Secondly, there is no strong evidence to show that the bay's environment will be helped to the wetlands after the runways are built. There is a possibility that the noise of the runways and waste airs from the plain will harm the wildlife.
Thirdly, the wetlands restoration part is only a plan. It will maybe meet practical problems if all factors are considered.  For example, the restoration may be difficult to fund because of geografic conditions. And there is a good chance that the airport may meet with financial problems, thus having no money to fulfill their promise to fund the restoration.
Last but not the least, the aguer did not mention about the cost to carry out this plan. If it will take a large sum of money, the airport may meet financial problems.
To sum up, to make the argument more convincing, the arguer should give enough evidence that the new runways will decrease the flight delays and take the cost of the plan into account. Also, he should give enough evidence to show that the plan will actually benefit the wildlife.
