According to this statement,the speaker asserts that a public official must maintain the highest ethical and moral standards to be an effective leader.As for me,I agree insofar that it is important to keep the high ethical and moral standards for a public official.However,the speaker begs question by overemphasizing that the highest ethical and moral standards are neccessary for an effective leader.

However,the official cannot be equal to moralist.In this sense,it is not necessory to require officials to maintein the highest ethical and moral standards at all time.After all,we will,more or less,make mistakes.Take Clinton for example.No one can neglect the achievements he got during his service as American president,which include the high rate of economic development,the low rate of unemployment,the steady diplomatic relationship with the other countries.Though his sex scandal manifests that he does not own the highest moral standards,it cannot deny the fact that Clinton is one of the greatest presidents in American history.
Deep down,while it is possible for an individual to behave according to the highest ethinic and moral standards,we should not lose sight of the fact that it is too strict for a leader to address any problems following the highest criterion.For a leader has to coordinate every department,balance every aspect's interest,the highest moral standards to some extent does not mean the best choice,and relating the efficiency.For example,when a 7.8-magnitude earthquake roked Wenchuan County in Sichuan Province,China, numerous victims were waiting to relief workers,otherwise they would die in a short period.However,the airman were threatened by death if they landed on the disaster area immediately after the quake.That is where the rub is---both aspects involved the danger of life.How to choice according to the highest moral standards?I doubt there is an answer.Therefore,the leader at this time should weigh the interests of all the aspects,then make a relatively right choice which maintains the balance of every aspects to the maximum.
In sum,I concede that an effective leader should maintain the high ethical and moral standards which allow the leaders' prestige and prevent them abuse the authority.Notheless,the speaker's claim lay too much on moral standards.There is no need to require the leader to keep the highest moral standards all the time.A leader will inevitably make mistake.And in some occasions,it is impossible to make a choice according to highest moral criterion.
