TOPIC: ARGUMENT214 - In each city in the region of Treehaven, the majority of the money spent on government-run public school education comes from taxes that each city government collects. The region's cities differ, however, in the value they place on public education. For example, Parson City typically budgets twice as much money per year as Blue City does for its public schools-even though both cities have about the same number of residents. It seems clear, therefore, that Parson City residents care more about public school education than do Blue City residents.

Merely based on the facts that budgets set annually to education by the Parson City is twice as much as that of Blue City, the author hastily come to the conclusion that the value placed on public education differ and Parson City residents care more about public school education than do Blue City residents. However, on the close examination of the fallacious assumption as well as the abuse of the facts, such conclusion is somewhat problematic as it stands.

First of all, we do not know the annual amount of the students attending the public school. The same number of residents in two cities is irrelevant to the attendance of the students there. It is possible that Blue City are undergoing the social problem of aging or that residents there are, for most part, composed of DINK families. Therefore, there is no need for Blue City to set the same amount of Budget as Parson City did for its limited number of students.

In addition, even we assume that the number of students attending the school is the same, the money budgets for education remains problematic. Since there are no details about the geographical condition as well as the weather condition there, the fraction of budget devoted to the schooling is unclear. Perhaps, the two regions differ in their educational infrastructure. It may be the case that Blue City are located on the mountainous region, and thus cost more to maintain the ordinary operation of the schooling. Textbooks are seldom available unless brought to the schools there on a long way that cost a huge amount of transportation fee. In addition, the weather condition also counts in the money spend in education. It is entirely possible that, the school building, constantly ruined by the heavy rains and snow in want of more money to repair to ensure students' and teachers' safety. With the good natural condition, maybe the Blue City residents are able to support the education there well at the low cost.

Moreover, there might be opportunity that average situation could indicate no precise condition of a particular region. The situation of educational fund in the region of Treehaven can by no means represent the situation in Parson City and Blue City. Perhaps the Blue City accepts the donation and the local residents there are generous in financially support the education. If so, the budgets set by government only occupies a small proportion of the money actually invested in the education in Blue City.

Finally, the smaller budgets set by Blue City does not mean that it cares less about public education there. People may exhibit care or concern of public education in a variety of forms in practice, rather than the financial support alone. A simple survey on how many parents watch the TV program on education perhaps will show the result in sharp contrast to the assumption. Thus, the budgets assigned along are too weak an evidence to substantiate the argument.
In short, to render the argument persuasive, additional surveys need to be carried out respectively on the number of the students, the geographical condition and the popularity of the education in the two regions.
