An effective leader or a public official plays a threshold role in the operation of a constitution or a government. Their performances are undoubtedly attached great significance to. In my point of view, they should compel their behavior to be under necessary constraint of ethics and morality.

To judge whether a leader or a public official is effective, we should evaluate the contribution to the welfare of the whole society by him instead of the profits made for him; the ethical and moral standards are also constituted based on the welfare of the society. More power means more responsibilities. As the saying goes, the one who in charge is in the charge of obligations. Especially, leaders are more likely to be role models, which have strong influences on the followers. In summarize an effective leader or a public official should devote himself to improving the society to maintain essential ethical and moral standards.

In business realm, a leader is considered successful if he is able to improve the profits of the corporation, which is an unfair opinion. Instead of concentrating our attention on the revenue, we should pay more attention to the impacts to the society imposed by the corporation. Because the leader is under obligations to the whole society rather than to the corporation. For example, a CEO of some company should not be admired if the company relies its rapid development on a large amount of pollution emission.

As well, a public official, who is representative of the government to some extent, should be responsible to maintaining the stability of the society and accelerating the evolution of the society. Thus public officials are supposed to maintain indispensable ethical and moral standards.
Around the world, there are many officials accused of corruption. Not only they are not effective, but they also lead to the disappointments from the civilians of the government because it is inevitably for the civilians to put the blame on the delinquency of the government.

However, we should not compel leaders and officials to meet the highest ethical and moral standards. Everyone has flaws in some aspect. Their work is supposed to be supervised but their privacies should be protected from prying into. A leader or an official is not doomed to be a failure if he commits fallacies in personal life. Besides, excessive emphasis put on the ethics and morality leads to some bad consequences. For instance, if so, the leaders and officials will try to hide facts that are easily misunderstood and the distrust of the civilians will be aroused, which will finally destroy the harmony of the society. In addition, conducts outside the bounds of morality sometimes deserve appreciating. When faced with disasters, the government has to withhold information to avoid widespread panic.

In conclusion, constrains of necessary ethics and morality should be imposed on the leaders and officials but excessive constrains should be forbidden. Furthermore not only they should the comprehension of social obligations, but also it is more significant for them to strive to put it into practice.
