TOPIC: ISSUE70 - "In any profession-business, politics, education, government-those in power should step down after five years. The surest path to success for any enterprise is revitalization through new leadership."

There is a growing public concern over the issue of whether leaders in and profession should step down after five years. There is not a universal answer to this controversial and complex topic. On balance, in my point of view, the tenure should be altered upon situation case by case.


[url=]People who [/url][url=]in[/url] charge of the profession, has the merit to manipulate the condition at will,(with facility). We may profoundly (deeply) focus on the expertise of professional leaders to explain their special value in more details. They have required knowledge, including the notion of [url=]what public is and how to serve it, what democracy is and how to implement it, what freedom is and to protect it, and what unity is and how to utilize it[/url]they own required skills practiced in both inner and outer situation, and accordingly they possess better judgment and vision than average people.

[url=]When it comes to business area, five years of shift(alternation), may fall to futile and inappropriate. [/url]Since the leaders in this eare don’t have an exact time for rotation. Mostly, their alternation should rely on the behaviour of the leader. If the leader guides the company in steadfast and roaring trends which bring about[url=] prosperous and flourishing[/url] prospect, this is the right leader the company and all the staff call for; And his alternation should be implemented until the day the company’s achivement tends to slowdown. Exactly this is the very moment to have a change to flill new energy in. Clearly, with the wheeling of time, the heyday of the past leader has passed and it is no longer in the sovereign of him. The fountain of company’s eachievement will dry up unless it is continuously replenished by streams of new generation. And also, the directorate plays a restraint role in regulation. The institution are consisted of each department member to supervise the condition(achievement) of the leader. It is a effective institution to oversee the whole procedure of the comapany and legsilate the leaders. Thus the tenure of the leader can be supervised momentarily to keep the rolling of the company.

And when it turns to political arena, although there is a limit of four-year-alternation, however, it is not so as usual. And also the tenure could be flexible in accordance with the achievements the leader makes, For example, American Precident Rooselvert, has made outstanding accompilsiment during his tenure, and had been reappointing for ten years. He is the man who leads the county walking out of the bog of Great Depression, he is the person who break the sterotype and make splendid contribution to the conutry. During his tenure, the deficit reaches the lowest point ever which stuned the whole world. American people has strong faith in him so support him for 10 years until new hope arises. Five year is not an absolute boundary.

Generally speaking, the tenure should be limited with some kind of regulations, as long-time accession will ultimately lead to dictators. If without any supervision, the leaders will gradually come into the condition of self-assertion and self-absorbed, which gives birth to evil ambition. Phenomena of abusement will occure undoubtablely. Here is an immediated example, Hitler comes into my mind. Strict regulation is required on the tenure of leaders so that they would be filled with crisis (jeoparded)feeling a sence of supervised. Fresh blood filled in and keeps the great machine going forth continuously and also dictator avoided. That is the function of surveillant.

In conclusion, in order to aviod dictator and deterioration, alternation is truly requisite but not in a stictly fixed time. A legislated instituion is reuiqred and an insightful eye to supervise. Continuously alteration of old elite and new gifted leaders is a common pfenomenon just like the tides and goes and [url=]fades.[/url]
