Should government place few restrictions on scientific research and development? From some aspects, the scientific researches can help the society progress, however, as a two-edge sword, if they are not used properly and are developing randomly then maybe there will be some negative influences sooner or later.

To begin with, the technologies actually help the advance of human beings. In our daily lives, the most common things like cellphones and computers make our life more convenient as well as make the world closer. For transportation, trains, cars, planes take over the horses. Take the music field as an example, the ancient people use scores or mouth-to-mouth method to spread the music from place to place or hand it out to the next generation. Nevertheless, we use CDs, records and mp3, as well as videos to record the music today. It is no doubt that the latter way of record music is better since it can keep the music as it is and prevent it from vanishing. Look at today's factories, after the world war two, machines have taken the priority over the handworks, which contributes to a higher productivity. All these benefits are due to the development of the scientific research. Since scientific research has brought us so many benefits, it is of significance that we encourage the scientific research.

However, some scientific research also brought the world problems even disasters. The nuclear weapons, which are to be used in the wars, can cause huge losses to the country. For instance, in the Pearl Harbor war, US military cast down two atomic bombs to G and C in Japan, this mere action, however, causes a lot of people lost their lives and some who had survived suffered from the side effects like disable and some other diseases result from chemical pollution, even the babies born after are almost malformation. Humans could not know how huge the disaster is after they have tasted the bitters. Nobel, who invented dynamite once said he was so regretful that he had invented the dynamite after he knew the dynamites would threatening people's lives. Some scientific researches are against people's ethnic and moral standard like the euthanasia, clone and so on. Some are polluting the environment like DDT-a kind of pesticide, heavy metal pollution, sand shower and so on. Since government should take people's interests into consideration as well as the long-range benefits of the country, the government is to take actions to place restrictions on these harmful research and development. Like the eight countries meeting held recently, the leaders are against Korea and India's researching the nuclear weapons and all of these leaders vote for the peace environment of the world.

Finally, as the government's responsibility is to guarantee people's interests as well as keep the steady of the society, he should weigh the advantages and
disadvantages of the scientific research and development. The best way to solve this problem is to encourage the good sides of the scientific research and restrict or against the bad aspects that may bring loses to the whole country. As for clone, we use the techniques and theories to produce organs which can be used for the patients who need a replacement of the organs. In this way, we can make the best use of the scientific research.

To sum up, scientific research has benefits as well as defects, the government is responsible for the judgment of every research's value and make sure that we can use this scientific research safely. Thus some restrictions are needed.
