43.To be an effective leader, a public official must maintain the highest ethical and moral standards.
Although a political leader should maintain some extent of ethical and moral standards to be effective, it is not necessary and at most of the time unfeasible for them to reach the highest standards. After all, capability is the most important for a leader.

Is it necessary for a political leader to maintain the highest ethical and moral standards in order to be effective? Admittedly, sustaining moral code is a necessity for being an excellent leader. But it doesn't mean that he or she must meet the highest moral standards. In addition, there are also many other characters a leader should possess which are as important as, if no more than, morality.
Since a politician's aim is to make sure and expand his or her nation and citizens' rights and profits, there's no doubt that he/she should uphold the basic moral code. A political leader need to be unselfish and disinterested, which guarantees that he/she will truly think for citizens but not himself/herself. Considering a selfish leader, who may corrupt and defalcate in the position, who would believe that this person can do something effective? Moreover, as a public figure, a leader should set a good example for the masses. Thus he/she must at least appear to be moral. Only when a leader can retain the moral norm will people really support him/her, and will his/her underlings be willing to hear to him/her.
However, a political leader is not a moral leader. There is no need to maintain the highest ethical standards, especially in the private aspect which has nothing to do with his/her political decisions. As long as he/she can make the right decision at work, we should not pry into his/her private affairs. Take President Clinton for example, people speak highly of his achievement despite his improper sexual conduct. In addition, politics is not a simple case; in some circumstances morality must make a concession. Deception is quite common among politicians, and it is often to sacrifice some persons' rights or even lives to reach the purpose. Sometimes the highest morality may render his/her hesitation so as to become ineffective.
Reaching the moral standards is also not sufficient for being an effective leader. There are many other characters a leader should have. Without the quality of leadership, even a saint could not be an effective leader. A leader should be insightful, able to predict the future condition from current affairs and therefore make the best decision. A leader should be persuasive, able to convince the masses to support the decision to better put into practice. A leader should have management skills, able to make the best use of the subordinates' ability.
In conclusion, a leader should maintain the moral norm as well as other capability like insight, persuasion, and management to be effective, though there's no need to meet the highest moral standards. |
