If the departmental committee approves your application, the applications go back to the potential supervisors for an interview with you. This can take place by Skype, over the phone, or face-to-face. You can expect to be asked questions relating to your proposal and your general knowledge of the field.
The results of the interview are then fed into an evaluation of your application that is sent up to the College of Liberal Arts and Social Sciences (CLASS) for a second-tier evaluation. At this level, your application is ranked against all the applications for all the other CLASS departments.
The results of that evaluation are then forwarded to the University for a third-tier evaluation. At this point, what happens to your application diverges.
If your proposal is deemed competitive for the Hong Kong PhD Fellowship Scholarship, then your application is forwarded to the Research Grants Council (RGC). If your application goes to the RGC then, regardless of the outcome, you will be offered a PhD scholarship; either a HKPFS award or a CityU PhD award. As of mid 2017, AIS has 7 of the 18 HKPFS awardees in CLASS.
If the University evaluates your application as good but not HKPFS eligible, then your application goes back to CLASS for consideration for a general (main) round of PhD scholarships.
