There is DEFINITELY financial aid for MBA students, although very competitive.
At least, some public schools DO offer Fellowship( which will cover everything, tuition, living, etc) to foreign students, such as UVA(Darden), U of Maryland......

Some of them also provide GA, TA or RA position. These forms of financial aid will greatly reduce your tuition and provide some stipend.

You can also apply for loan from SOME BSchools.
