The speaker asserts that the government should fully finance college and university education. I agree that this claim would help some students have the chance to enjoy higher education. However, this act may cause extravagance in campus and still has inherent impracatility.

    Admittedly, the most important meaning of the exemption of college tuition lies in that some students who can't enter the college because of high tuition would have the chance to further their study. It will help to promote the general strength of the country, in turn, to enhance the competetive force and influence in the world.

    In addition, free tuition for college and university indicates that the government is powerful and the country is highly developed in the case of modern education. Good reputation thereby attracts more international students to study and live in this country. The graduates will spread the information they've seen and heard inside, and unconsciously advertise for the country. Germany is a good example that is well known for its public education system.

    Nevertheless, the claim overlooks some negative problems caused by entirely free education in college and university. Without financial pressure existing, some students may not take care of the resources in the campus and get into the habit of extravagance. It is not only a detrimental influence to young people who are in their golden period of time in life, but also a great waste in this energy-strained world.

    On the other hand, given the unbalance of the world's development, this claim seems impractical in some developing countries. As a matter of fact, millions of people are living in extreme impoverishment and searching for food every day. Local governments’ urgent business is to eliminate hunger, rather than abolish charging the tuition for higher education. Take China for example, every year nearly five million freshmen get enrolled into colleges and universities around the country. In average, each one expend six hundred dollars a year and the government would defray three billion dollars if the tuition is fully financed by it while China’s GDP is only 15.6 thousand billion dollars (2004). That's why developing countries are still charging high tuition for college and university education in comparison of the average personal income--it's not that the governments don't want eliminate the tuition, but that they have to at this stage.

    In sum, free college and university education is one good way to promote the strength of individuals and countries. Whereas, we should prevent students from wasting public resources and try to provide various fellowship in the campus, which is much more feasible to the developing countries.
