You didn't do undergrad. here, and you are not PR. Those are the reasons why they thought you have no strong tie with singapore.
Some of my friends have similar background as you (Undergrad. in China, Master in SG). Most of them go to China to get visa, because they know they'll very likely be rejected in singapore. Those who do undergrad. in Singapore have a much higher chance to get visa in SG. In fact, I heard with people PR status for less than 1 year can still be rejected because of "no strong tie with sg". So I am not sure if your PR status will help your 2nd visa application.
I agree with "hunter_hola“. You were not well-prepared, maybe you were too busy with work. There are printers everywhere in NUS, and the libraries open until 10pm. You could have asked NUS to issue you a letter showing your student status and that the degree will be conferred to you in due course.
You can ask the US embassy in SG by email regarding your 2nd and 3rd questions. I am sure you can find the answers on the internet as well.
Regarding Q1: You should reserve a time slot for visa interview in Beijing now, so that in case you are rejected here again, you won't waste too much time before you can go for interview in Beijing. If I were you, I would go to Beijing and get visa now. But if you are too busy to go to BJ, you could try a 2nd time here, but be prepared and think about how you could lead the conversation with the VO, rather than passively responding to his/her questions. Be confident. Get your company to issue you a letter showing your employment status, and bring your name card if you have one.

btw, u can go to registrar's office (Univ. hall level 1) to request the letter showing ur student status.
