The following appeared in a letter to the editor of a newspaper serving the villages of Castorville and Polluxton.
"Both the villages of Castorville and Polluxton have experienced sharp declines in the numbers of residents who pay property taxes. To save money and improve service, the two villages recently merged their once separate garbage collection departments into a single department located in Castorville, and the new department has reported few complaints about its service. Last year the library in Polluxton had 20 percent fewer users than during the previous year. It follows that we should now further economize and improve service, as we did with garbage collection, by closing the library in Polluxton and using the library in Castorville to serve both villages."

If provided(providing/) with no more information besides the argument above, the officials who are(去掉who are 似乎更简洁) in charge if(of) the government of the two villages should not take the author's recommendation without further investigation, for several flaws render the author's claim that we should close the library in Polluxton and use the library in Castroville serve both villages. First, the argument is based on a gratuitous assumption that the residents of the two villages were satisfied with the merge of the two garbage collection departments, which is ill-supported. However, (感觉把however放在which和is ill-supported之间更好)all we can see from the argument is the fact that (去掉the fact?)the new department has reported few complaints about service, which may result from other reasons in spite (of?)their(their有点指代不明) dissatisfaction of the new department. Perhaps although the merge has brought the residents much trouble, it is extremely inconvenient for them to complain to the new department at Castroville due to the distance. Or it is entirely possible the residents simply terminated their contacts with the department for their bad service and found other way to dispose their garbage. Has the new department reported all the complaints it received?(喜欢这个问句,让驳论变得活泼)If not, the mere fact (that)the(去掉the) few complaints have been reported does not necessarily mean (that)the residents are satisfied with the new department. In short, without ruling out these possibilities, the implication of the residents' satisfaction is unjustifiable.
In addition, the author fails to provide us with any informative data to prove the merge of the garbage collection departments actually saves money. It is highly likely that the cost after the merge, contrary to what has been expected, has lifted. Because the new department has to take care of ore(?) residents, it may hire more staff. Also, the transportation fee that transport(fee transport?) the garbage in Polluxton to Gastorvill may make the whole cost rise. To convince us that the merge is economical, the author needs to provide us with more information about the financial condition of the new department.
Finally, the argument relies on what might amount to a weak analogy between A and B. However,(觉得however语气不太对。。) even if we admit the success of the garbage collection departments merge, it does(is) not the same scenario in the merge of libraries. The inherent differences between the library and the garbage collection department may make the analogy unwarranted. For one thing, the garbage is collected and transported by the department while the readers have to go to the library by themselves. For other(another?), the residents may prefer to read or borrow books in the local library rather than go to another village. Without accounting for important possible differences between the library and the garbage collection department, the author cannot reasonably conclude that the merge of the libraries is plausible.(这段的论证很喜欢,详细分析了两者的不同)
To sum up, the author's claim that the two separate libraries should be merged is problematic. Although the author aims at economizing and improving services, one need(needs) to make further investigation and to consider all the factors to better evaluate the situation. |
