TOPIC: ARGUMENT42 - The following appeared in a proposal from the economic minister of the country of Paraterra.
"In order to strengthen its lagging economy, last year the government of the nearby country of Bellegea began an advertising campaign to promote ecologically sound tourism (ecotourism). This year the number of foreign visitors arriving at Bellegea's main airport doubled, and per capita income in Bellegea increased by ten percent. To provide more income for the population of Paraterra and also preserve the natural environment of our tiny country, we too should begin to promote ecotourism. To ensure that our advertising campaign is successful, we should hire the current director of Bellegea's National Tourism Office as a consultant for the campaign."

Before expecting a rosy outlook for ecotourism, the evidence and lines of reasoning given in the argument should be scrutinized from several other facets. The author asserts that the ecotourism could contribute to the rise of income and the protection of natural environment. The assertion is buttressed by the achievement of a nearby country last year. Although it seems credible ostensibly, closer examination will reveal the hidden flaws, as discussed below.
To begin with, the argument rests on the known correlation between ecotourism and increase of foreign visitors. Yet the correlation alone is tantamount to scant evidence since other factors and explanation can contribute to the consequence. For instance, no evidence can show that all the visitors are attracted by the ecotourism. If Bellegea is a central nexus for traffic and transportation, it is reasonable for thousands of visitors to come here for a middle station. Even if they will stay in Bellegea, it is entirely possible that they are for other affairs such as doing business, visiting relatives and so force. Before taking these factors into consideration, the author fails to establish a strong causal nexus.
In the second place, Even if ecotourism is attractive for many visitors, the argument sill rests on the assumption that the increase of per capita income in Bellegea is credited for ecotourism. Yet it is not necessarily the case since the author does not provide further evidence to indicate so. Lacking such evidence, it is entirely possible that in the trend of the worldwide development, the economy increase fast in the last year. If so, the rise of per capita income in Bellegea may be mainly contributed for the pleasing economic situation. Even if it is the ecotourism that result in the rise of capita income, it is insufficient to say that the environment is protected which will likewise occur in Paraterra. As thousands of people come to visit the city, it is inevitable for an increasing number of garbage left in the resorts. Thus, the environment might be spoiled by the individuals rather than be preserved. Therefore, the conclusion is unpersuasive, at best.
In the third place, the argument also rests on a false analog between Paraterra and Bellegea. In order for Bellegea to serve as a model that Paraterra should imitate, the author must guarantee that all the circumstances are the same. But that might not be the case. As Paraterra is a tiny country, it is likely that there are only a few places available to be developed for touring. In addition, when we take geographic factor into account, perhaps Paraterra is a place which is mountainous or even located in the desert, in contrast with the flat terrain and pleasant climate of Bellegea. If so, it is not advisable for Paraterra to develop ecotourism. As it stands, the author’s solution to the problem is based on a unwarranted analysis of the issue.
Finally, even granted that the author does substantiate all the foregoing assumptions, the argument is still specious in at least two aspects. Firstly, is it the advertising campaign along that contributes to the success in Bellegea? If so, is it planned by the director whom we want to hire? Can we believe in the director’s ability on advertising campaign? In addition, A scientific survey, an outstanding executives and the market strategies are also crucial to the application of ecotourism. Their function is at least as great as, if not great so, the advertising campaign.
To sum up, the argument lacks well-rounded reasoning and forceful evidence, as discussed above. Far more detailed and scientific studies and scrutiny should be exerted to show the feasibility of ecotourism promoted in Paraterra. |
