Two years ago, the town of Ocean View built a new municipal golf course and resort hotel. During the past two years, tourism in Ocean View has increased, new businesses have opened there, and Ocean View's tax revenues have risen by 30 percent. The best way to improve Hopewell's economy, and generate additional tax revenues, is to build a golf course and resort hotel similar to those in Ocean View."

In this argument, the arguer concludes that building a golf course and resort hotel similar to those in Ocean View can help Hopewell improve its economy and generate  additional tax revenues. To substantiate the conclusion, the arguer points out a new golf  course and resort hotel were built two years ago in Ocean View and its economy has  increased. In addition, the arguer assumes that new golf course and hotel gave fresh impetus  to economy. A careful examination of this argument would reveal how groundless it is.

First of all, The author attempts to establish a causal relationship between two  matters tourism  advancing and  building a new golf course and resort hotel. This  argument, nonetheless, is based on an oversimplified analysis of the cause of Ocean View's  economy increasing and the presumptuous correlation accordingly is unacceptable. Whether the golf course and hotel  were built in Ocean View or not, its economy increased consequently. It can't improve  Hopewell's economy and revenues unless Hopewell has the same policy as Ocean View had.

Last but not least There are some  difference between Ocean View and  Hopewell leading to  Hopewell's copy defeat. Ocean View may be a tourism town but Hopewell not. In the first  place ,It is possible that natural environment of Hopewell such as weather or soil is not suit to cultivate greensward.In the second place Hopewell may be close to sea and have a harbor. So it obviously develop its economy by fishing  or ocean shipping rather than exploit tourism resources. Unless the  arguer provides substantial evidence regarding building golf course more beneficial than  others, there are many more appropriate way to develop economy than tourism. To suit the  measure to local conditions is right.

Overall, the reasoning behind building a golf course and resort hotel in Hopewell seems logical as presented above since people want to enhance the level of  
economy. However, before any final decisions are made about golf course and hotel's building  ,someone  should evaluate all possible alternatives and causes for  increased tourism  ,opened businesses and risen revenues over the two-year period as compared to Hopewell.
