道德伦理对于一个完美人格的塑造固然重要，但最高水准的人格对于一个领导人来说并不是如此重要。有一些人作为领导来说是非常合格的，而且一些人所固有的人性缺陷，而且不会影响大局，对于这样的人我们并不能够否认他们的能力，毕竟，能够做到最高水准的伦理道德的人并不多，而且有些道德伦理问题是一个非常私人化的问题，如果过分的强调这方面的问题，没有几个人能够胜任

The speaker of the topics makes an assertion that a public official must maintain the highest ethical and moral standards if he or she want to be an effective leader. It is tempting when considering a leader of perfect ethics and morality to manage an organization or even a country since they can set an good example for others. While this claim seems undoubted in the abstract, it still overlook many practical problems.

Admittedly, as a effective leader, high level ethical and moral standards can lend people's credence to he or she, because it is very important to build a good reputation which, to some degree, depend on the support of others. An effective leader can sometimes be a model for others and almost no one want to see their pattern's fault in such problems which is a sharp contrast to the perfect one in their mind. If they are involved in some troublesome and serious affairs concerning their personalities, such as deceit and betrayal, people may not tolerate them and even never lay their trust on them, because they just take ethics and morality for an issue about principle. Although many leaders don't maintain such virtue, such as Hitler, they just can meet the criterion of their people and, at the same time, they can make others accept the same system of ethics and morality.

However, although high level of morality and ethics is significant to build a consummate character, the highest is not so essential for a outstanding leader. The capability of many people is quite splendid as a leader and the dark sides of personality which is mutual among the majority may not influence the overall situation, so we should not deny them. After all, those who can reach the highest ethical and moral are the minority. In addition, some ethical problem is especially private, if we unduly emphasize on it, few can be competent for their position. At even a cursory review of the private lives of past Presidents of America reveals substantial evidence that Franklin Roosevelt, Dwight Eisenhower, Lyndon Johnson and John Kennedy had extramarital affairs. Thomas Jefferson, many believe, fathered children by one of his slaves. And Grover Cleveland confessed to having an illegitimate child. But all of them had great achievement and was honored by other people. The defects cannot obscure their virtues.

Moreover, some other qualities are more important than morality and ethics, like personal competence and ability of effective execution. Compared with those capabilities, although ethics and morality is important, the one who is equipped with high level of other vital skills is more competent than those who maintain excellent personality but with quite poor professional capabilities. As long as they don’t commit a serious error in ethical and moral, the public can hold with them.

In sum, the highest ethical and moral standards are important, but not indispensable, for an effective leader. To judge someone is a good leader, we must take more factors into account which is more crucial. While the character is so significant for humanity, a leader should not ignore it on condition that they are already eligible for a position.

虽然整体的结构安排合理，但段内论证太单薄，特别是最后一段，和第二个主体段有交叉的地方，不妨合在一起
还有一个立意的问题，你提到了最高的道德没有必要，因为领导者的能力更重要，但道德和能力并不冲突，为什么很少政治家遵守极高道德？你可以从死板得遵守某些道德对政治家和国家的害处说起
