individuals should take the responsibility for what they have done, otherwise, the external factors can be used as excuses for their wrongdoings and the regulatiion and laws could exert no real effect on the individulals.

but the external factors can not neglected either, for as social creatures, human beings can not live without the influence from the outside.  eg. social pressure as a politican.
