Key word of the reason: Primarily ,tradition, generate and preserve

Obviously, the reason can be questionable, are all traditions generated and kept in major cities? Can generation and preservation of culture take place in rural area or smaller cities?

Key word of the claim: Government, "major" cities, financial support

Is government qualified and capable distributing such grant? Are major cities eligible for receiving financial support? How about the applicability? Will official funding hinder the freedom development of culture?
