英语成绩没有达到要求，有没有可能先换到unconditional offer?
已经拿到UCL 的ors，目前在申请国家公派（提供生活费），但国家留学基金委要unconditional offer，并且明确说英语不合格就不受理提交的申请。
由于英语没有达到要求，现在只是conditional offer，如果给UCL说明情况，他们有没有可能先给我unconditional offer呢？

getting ORS means you are good enough for research, and that's what your supervisor cares most. English is not that important, as long as you can handle basic communication. Academically, it would not be a big barrier if your IELTS is only 1 point less that what's required.

Don't worry, I'm sure your supervisor wants you to go there. Try on him, he would be more powerful than you when arguing for lowering English requirement. Good luck.

如果只有conditional offer，并且有语言要求。应该是不可以换成un的。并且也不能拿去申请签证

努力学英语把，到了要求再换un的再申请

还是conditional offer，只是英语condition那一项变成了：
you are not requied to take any further English language test prior to enrolment. However, please note that your course tutor/supervisor will assess your command of English shortly after enrolment. this offer is made subject to the requiement that you comply with any remedial course of action which may be stipulated by your course tutor/supervisor, e.g. an in-sessional English language course at the Language Centre.

UCL对类似的情况要求很多，直接给unconditional offer难度不小，可以针对下面的要求

“please note that your course tutor/supervisor will assess your command of English shortly after enrolment. this offer is made subject to the requiement that you comply with any remedial course of action which may be stipulated by your course tutor/supervisor, e.g. an in-sessional English language course at the Language Centre.”

与导师进行沟通，看看他怎么说。另外说明你如今的状况，希望能予以帮助。good luck.
