67. The following appeared in a letter to the editor of a newspaper serving the villages of Castorville and Polluxton.

"Both the villages of Castorville and Polluxton have experienced sharp declines in the numbers of residents who pay property taxes. To save money and improve service, the two villages recently merged their once separate garbage collection departments into a single department located in Castorville, and the new department has reported few complaints about its service. Last year the library in Polluxton had 20 percent fewer users than during the previous year. It follows that we should now further economize an improve service, as we did with garbage collection, by closing the library in polluxton and using the library in Castorville to serve both villages."

正文:

Shutting down the library in Polluxton, the remedy the author prescribed, in order to secure economy in expenditure and improve service, may sound tempting. However, before the huge "Closedown" sign is hung on the door of the library, the evidence afforded in the argument should be evaluated from several other angles, lest the decision misses the forest for the tree, with alternative possibilities and explanations being inadequately examined.

The fact that the new department has reported few complaints about its service, as mentioned in the argument, does not indicate that the customers were satisfied with their service. We may ask, for example: what is the fraction of residents in Castorville who are actually interested in using the new department to collect their garbage? And what is the portion of its customers who complained openly and directly about the service? Suppose that the total population of Castorville is 5000, but only 20 persons chose the new garbage collection department, among whom 15 complained to the department manager. In this case, obviously, the majority of its users were not contented while the number of the complaints was deceptively small. It also could be that many customers were dissatisfied, however, they would preferred to turn to other garbage collection companies, which offer better service, without bothering about complaining. Or perhaps provided that the department was newly established,  it will take some more time for the problems to manifest themselves, and for the department members to detect them.

The statistics concerning the decline of library users, as cited in the paragraph, are far from convincing. It could be the case that the decrease was merely a reflection of a drastic shrinkage of the total population in Polluxton. If the general population of the town plunged by 50%, to be specific, then there is still a growth potential in the market for the library. Further, if the library was to be closed, then what about the curator, the librarians, and other employees in the library? Does the village offer enough job vacancies for these laid off workers? How will the library in Castorville deal with the increasing number of its users? Does it have sufficient room and seats for everyone? What if people complain about the crowdedness in the reading rooms and the long lines in front of the checkout counter? How far are the two villages located from each other? Is the library in Castorville convenient of access and transportation? Is there enough parking space? What about during harsh winter conditions, for instance, when the weather and the roads are less favorable for people to travel? Given all these questions (perhaps even more than listed), the closing of the library in Polluxton will probably not benefit the citizens, but causes needless troubles.

What if we consider some important concepts in the argument? For example, what does "economize" mean? Does it mean to lay down employees to curtail the labor cost? Or to hire more skilled workers to enhance the productivity? What about other finance-related factors, such as management cost, advertising cost, and the tax rate of the village, etc.? And what does "improve service" mean? Does it indicate attractive prices? Or higher quality work while charging more fees? Or that the number of customers' complaints is the sole criterion for the quality of service no matter what? The problem of the argument is that its key terminology is too vague to be informative and forceful.

What the author failed to take under advisement is that merging two garbage-collecting departments is not the same thing as closing down a library. Grated that the amalgamation of the two garbage departments was successful, it does not follow that the same success will repeat itself in the library case. The inherent differences between two, be they part of the basic city infrastructure, may not be simply overlooked: the former is aimed at improving the sanitation of the village, yet the latter is concerned with residents' need for study, research, or entertainment. Also, they may have entirely distinct running, managing, accounting, even bonus methods, to name just a few. Trivializing the radical difference between them serves only to weaken the overall effectiveness of the argument.

The paragraph given above did present us some useful information, and we can fully understand the author's wish to bring down the cost and improve the service for the community. However, before the final decision could be made, more thorough investigation, detailed information, and reasonable analysis are needed. The argument for closing the library in Polluxton failed to do that.

1). The new department 就是题中提到的合并的新的gargage collection department啊。

The argument is well presented, but not thoroughly well reasoned. In this argument, the arguer concludes that in order to further economize and improve service, we should close the library in Polluxton and use the library in Castorville to serve both villages. The conclusion seems valid, however, a further investigation will find how it is groundless.

Firstly, the arguer commits a fallacy of hasty generalization. Given that the new department has reported few complaints about its service, it does not follow that there is no problem with the new department, because the arguer does not provide enough solid information about the conclusion. Unless such information as the traffic condition of the two villages is well concerned, there is no guarantee that what the author suggested is totally reliable. It is possible that after the connection of the two departments, because of the poor traffic less convenience has been left. Moreover, the cost of the transport is actually increasing.

Secondly, the arguer claims that last year the library in Polluxton had 20 percent fewer users than during the previous year. He analyzes the data in a relative way rather than an absolute way. Though the figure keeps falling, it is possible that its pace has decelerated significantly. Under such circumstances, the situation of using library in Polluxton is becoming better. In addition, comparing with Polluxton, it is likely that much less people come to the library in Castorville for a great deal of reasons. For example, villagers in Castorville would like to watch TV rather than reading books..Changing to read electronic books as most of the villages is likely to occur.  Then, it is not so convenient to collect readers in Castorville.

Finally, the problem is that the two situations between garbage collection departments and the libraries are not similar enough to justify the analogical deduction. It fails to consider the possible difference between the two, such as the original size, which might help to bring about a completely different result. Perhaps, with regard to garbage collection departments, which at first the sizes of the two villages are both so large to waste too many manual and financial resources. The diffusion of management is also likely to occur. Therefore, after the combination these problems certainly may be resolved. However, it is probable that the libraries may not so lucky because of their small sizes. If only one is opened in Castorville, plenty of complaints will occur.

Overall, the reasoning behind stopping the connection of the two libraries seems logical as presented above since the probable small sizes. However, before any final decisions are made about whether they ought to be combined, the governments of the two villages should evaluate all possible alternatives and causes for a deeper thought.

Unless such information as the traffic condition of the two villages is well concerned, there is no guarantee that what the author suggested is totally reliable It is possible that after the connection of the two departments, because of the poor traffic less convenience has been left Moreover, the cost of the transport is actually increasing (increasing怎么样了呢,半截话。

Secondly, the arguer claims that last year the library in Polluxton had 20 percent fewer users than during the previous year. He analyzes the data in a relative way rather than an absolute way (相对,绝对,太抽象了). Though the figure keeps falling, it is possible that its pace has decelerated significantly. Under such circumstances, the situation of using library in Polluxton is becoming better . In addition, comparing with Polluxton, it is likely that much less people come to the library in Castorville for a great deal of reasons. For example, villagers in Castorville would like to watch TV rather than reading books. Changing to read electronic books as most of the villages is likely to occur. Then, it is not so convenient (上面这点说的不是convenient的概念,而是须不须要的概念,也许去很方便的,但不需要去,then 后面概括不准) to collect readers in (attract readers to) Castorville.

Finally, the problem is that the two situations between garbage collection departments and the libraries are not similar enough to justify the analogical deduction. It fails to consider the possible difference between the two, such as the original size, which might help to bring about a completely different result. Perhaps, with regard to garbage collection departments, which (语法错误) at first the sizes of the two villages are both so large to waste too many manual and financial resources. (这里有因果关系,最好加信号词表示逻辑过度)The diffusion of management is also likely to occur. Therefore, after the combination these problems certainly may be resolved. However, it is probable that the libraries may not (be) so lucky because of their small sizes. If only one is opened in Castorville, plenty of complaints will occur

Overall, the reasoning behind stopping the connection of the two libraries seems logical as presented above since the probable small sizes. However, before any final decisions are made about whether they ought to be combined, the governments of the two villages should evaluate all possible alternatives and causes for a deeper thought.
